Job Description


The Ministry of Health (MOH) has received a grant from the Center for Diseases Control and Prevention (CDC) Cooperative Agreement (CoAg), a strategic mechanism of the United States Government (USG) to implement activities in line with its mandate in support of the Public health response to HIV/AIDS and other health systems. CDC will be supporting a pool of Human Resources that are expected to lead the implementation of the grant. The staff to be recruited under this grant will be contracted by the MOH. The contracts are for one (1) year renewable subject to availability of funds and satisfactory performance of the staff.

Work Station: Kampala- MOH
Reports to: Project Coordinator MOH-CDC CoAg

Job purpose: The Head of Grants, shall serve on full-time basis to provide technical and strategic support on Grants related fields by supporting the MOH CDC CoAg overall goals.

Key Duties and Responsibilities:
• The development of work plan, budget and systems to ensure activities are implemented in line with approved grant budgets;
• Liaises with the Head Finance to ensure that grant funds are properly requisitioned, reviewed, approved, and documented, in line with all appropriate policies, procedures.
• Responsible for the preparation of grant reports and ensures timely submission.
• Analyzes and interprets financial data, and participates in strategic planning efforts.
• Oversees the management of the sub-recipients;
• Supports the project implementers to develop procurement plans in line with approved budgets
• Oversees the execution of the procurement plans by the procurement department, ensuring that all procurements are in strict compliance with MOH and Donor Policies Ensures that compliance is adopted in accordance to all Donor, and MOH policies and procedures.
• Ensures that Field Operations units are adequately supported, supervised and that compliance to standards between the central office and field offices are maintained at the same level.
• Solicit and maintain other grants for proper tracking and reporting.
• Prepares monthly, quarterly, bi-annually, and end of the year reports.
• Perform other tasks as assigned from time to time by the responsible Officer.

Qualifications
• Bachelor of Degree in any of the following disciplines; Commerce, Business Administration, Economics, Quantitative Economics, Social Sciences, Development Studies and any other related field.
• A Master’s Degree in the listed fields or a relevant
• accounting professional qualification is added advantage.

Skills and experience
• Five (5) years’ experience in a Senior Level in Grants Management
• Excellent knowledge of donor regulations including CDC/ PEPFAR USAID, and other major international donors.
• Experience managing USG projects with annual budgets exceeding USD 20 Million per year.
• Demonstrated financial management experience including preparing, managing and monitoring budgets, contracts and negotiations.
• Demonstrated ability to exercise financial and administrative oversight of complex sub-grant programs.
• Proven leadership capabilities and solid experience managing, mentoring and developing staff.
• Experience in developing and managing the implementation of procurement and logistics policies and procedures.
• Proven excellent technical, analytical and diplomatic skills.
