Uganda has graduated into the second wave of COVID-19 with a sharp increase in the number of asymptomatic, severe, and critical cases as well as a significant change in the disease profile. In this regard, Ministry of Health with support from the United States Government through the United States Agency for International Development (USAID), invites applications from suitably qualified candidates to fill the following positions for a period of 12-months on non gratuitable local contract terms to support the national response against COVID-19.
Title: Data Management Advisor
Reports to: Permanent Secretary, Ministry of Health

Job purpose:
To provide technical advice to Ministry of Health (MoH) in driving evidence-based decision-making and managing for results at the Ministry of Health. The Advisor collects and analyses data to identify trends and patterns and organizes these data into a format that provides Mol top and senior management with valuable information for better decision-making.

Academic qualifications:
• Should possess a master’s degree or equivalent in statistics, mathematics, economics, computer science, health informatics, or other quantitative discipline.
• A demonstrated track record of increasing responsibility and experience in the design, implementation and management of database systems and analysis using multiple analytical platforms.

Skills and Abilities:
• Ability to analyze, interpret, and organize large amounts of data.
• Excellent communication skills to translate complex problems using non-technical terms.
• In-depth understanding of modern database and information technologies.
• Excellent math, problem-solving, and analytical skills.

Experience:
• Demonstrated experience in database design development, data models, techniques for data mining, and segmentation.
• Demonstrated strong public health and applied data science skills including data processing platforms and visualization software.
• Demonstrated technical leadership in data systems as they relate to program management, planning, policy development, and problem-solving skills.
