Job Description


Background
The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Justification
The TB leprosy epidemiologist will be responsible for Monitoring the TB leprosy epidemics and detecting areas requiring collective action to limit the spread of the disease. The epidemiologist will therefore; collect, analyse, prepare and present TB leprosy data to key stakeholders, develop action plans and plan and conduct investigations, create TB leprosy reports with highly synthesized conclusions on the potential disease burden and what should be done at the various levels.

Responsibilities
• Analyze data and find conclusions-weekly monthly and quarterly TB Leprosy data
• Develop weekly, monthly reports and propose a plan of action for identified challenges.
• Detect threats to TB disease detection and treatment and present to the program and stakeholders for collective response
• Use data to identify potential TB leprosy pots of disease for enhanced response
• Design epidemiological studies to inform programming
• Lead the role out of the electronic Case Based Surveillance System (eCBSS)
• Lead the organization of meetings related to TB disease surveillance and emergence response
• Share TB surveillance and situation reports weekly
• Lead compilation of the annual program report and dissemination with stakeholders
• Design operational research as required from time to time.
• Perform any other duties

Deliverables and outputs
• Knowledge of scientific writing for example policy briefs, abstracts/concepts
• Ability to conceptualize TB and Leprosy concerns
• Ability to supervise and TB and Leprosy coordinate teams
• Demonstrated advisory, analytical and problem solving skills;
• Knowledge of Internet use, Microsoft Office, including Word, Excel, and PowerPoint
• Willingness to extensively travel within Uganda

Minimum qualifications and experience
• Minimum of Master’s degree in epidemiology/public health training. Minimum 3 years’ experience working on epidemics or disease outbreaks.
• Strong presentation skills
• Strong analytical skills
• Ability to design and implement studies
• Good statistic skills
• Ability to effectively communicate issues
• Good at report writing
• Problem solving skills
• Knowledge of TB leprosy disease
• Ability to work with multiple stakeholders

• Highly knowledgeable and skilled in various research methodologies
• Skilled in use of various statistical data analysis packages
• High interest to information sharing/Knowledge management and dissemination
• High interest and culture of to read widely
• Flexibility to adopt to new statistical software
• Team work and provision of team support
• Knowledge and use of appreciative inquiry approaches
• Ability to train and impart skills for teams and partners
