Job Description
Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites or other cities if required.
Primary function
• Responsible for providing overall contract support of oil field development project including CPFNVellpad/infield line/ Camp/ Feederline/Infrastructure and auxiliary facilities.
• Play a leading role in terms of commercial interfacing with PQ, vendor selection, contract preparation, contract negotiation and post award contract management for all EPC contracts.
• Network with the Users, headquarters, partners, contractors, and other stakeholders.
Responsibilities
• Develop and maintain annual and multi-year Procurement Plan in support of Engineering Department.
• Identify and recommend potential bidders, with an aim at maximizing Ugandan content.
• Management of contracts and contractors including pre and post award.
• Play a leading role in terms of bidders pre-qualification, market survey, short-listing of bidders, internal and external approval of bidders list, preparation and release of RFP, receiving, opening and evaluation of bids, drafting of RTA and seeking required approval, preparation of contract, clarification and contract negotiation, post award contract management, contract close out, etc.
• Procurement of equipment and material for project when required
• Assist logistic, transportation,
• warehousing when required.
• Other duties as assigned by superior.
Requirements
• Bachelor’s degree or above in Oil and gas engineering, project management, commercial, law or the related.
• At least 15-year related working experience including at least 6-year procurement and contracting experience in Upstream Oil & Gas industry.
• Experience on EPC management is required. International working experience is preferred.
Knowledge
• Extensive knowledge of commercial and contract.
• Extensive knowledge of commercial legislation and project management.
• Extensive knowledge of the procedures of project execution, procurement and contracting, field construction.
• Good knowledge of petroleum engineering technology.
• Good understanding on oil engineering, reservoir, drilling and completion, production, etc.
