Situation In The Organisation

Job Title: National Content Officer
Department: Contracts & Purchasing
Direction: National Content
Reports to: National Content Coordinator
Location: Kampala

Activities
The job holder will be responsible for the following tasks:
• Comprehensively include national content in procurements in line with the regulations, TotalEnergies EP Uganda (Company) & Project strategy, and Company & Project national content programme.
• Provide approved national content methods (instructions, templates etc.) to be used in procurements.
• Clarify, explain, and advise bidders for preparation and improvement of their national content proposals in line with regulatory requirements, Company & Project strategy, and Company & Project national content programme.
• Review, evaluate and validate national content proposals (plans & commitments) in procurements (pre-qualifications, calls for tenders etc) and prepare and present required reports as required.
• Review and validate contractors’ national content proposals at contract award stage, to ensure comprehensiveness and appropriateness for national content performance, monitoring and reporting during execution.
• Ensure inclusion of approved national content requirements in contracts (national content exhibit, approved proposals etc.).
• Support in monitoring internal (Company & Project) and external (contractors) national content implementation, performance, and compliance.
• Liaise with, advise, and support internal and external stakeholders on national content related aspects.
• • Create, present, and submit approved reports and presentations for internal and external communication, coordination and reporting of national content information.
• • Support on other national content aspects e.g., during internal and external audits, national content work program activities (e.g., workshops, capacity building programs etc.), improvements to methods (e.g., those used for national content in procurement like instructions, templates, processes etc.) etc.
• Maintain comprehensive and accurate records of national content information.
• Other tasks as assigned.

Accountabilities
• Comprehensive inclusion of national content in procurements in line with regulatory requirements, Company & Project strategy, and Company & Project national content programme.
• Comprehensive review, evaluation, and validation of national content proposals(plans & commitments) in procurements (pre-qualifications, calls for tenders etc).
• Accurate inclusion of national content requirements in contracts (national content exhibit, approved proposals etc.).
• Creation, presentation, and submission of approved reports and presentations for internal and external communication, coordination and reporting of national content information.
• Liaising with internal and external stakeholders on national content related aspects.
• Support in monitoring internal (Company & Project) and external (contractors) national content implementation performance, and compliance.
• Support internal and external stakeholders on national content related aspects.
• Support on other national content aspects e.g., work program activities, audits, method improvement etc.

Qualifications and Required Experience
• Bachelor’s degree in Engineering (Bac+4), Procurement, Business Administrationor equivalent
• Minimum 5-7 years of relevant professional experience
• Good knowledge and understanding of procurement and contracting in oil & gas
• Good knowledge & understanding of Uganda oil & gas activities and national content related laws, regulations and policies
• Innovative and able to work both individually and in a team
• Good research, report writing and analytical skills
• Good public speaking and presentation skills
• Excellent interpersonal and written & oral communication skills
• Good administrative and negotiation skills
• • Good computer skills, including advanced proficiency in Word, Excel and PowerPoint
