Job Description
Energising Development (EnDev) is a global multi-donor partnership program implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates market-based access to modern energy services in 20 countries worldwide.
In Uganda, EnDev, under the Uganda Energy Programme (PREEEP), cooperates closely with the Ministry of Energy and Mineral Development (MEMD) in providing access to modern energy services to Ugandan households, social institutions, and SMEs through market development for solar PV and energy efficient cook stoves.
Low access to clean cooking technologies remains a major barrier to Uganda’s socio-economic development with a transition to alternative fuels and modern cooking energy services needed to play a role in increasing access to efficient cooking technologies for households, and Small and Medium Enterprises (SMEs). Through an E-cooking Pilot Project in its Cooking Energy component, EnDev Uganda aims to build on the experience of previous and on-going market studies on e-cooking feasibility in Uganda, including an Alternative Fuel Study (GIZ), as well as research activities supported by the Modern Energy Cooking Services (MECS) Programme under funding from UK Foreign Commonwealth and Development Office (FCDO) to understand domestic cooking energy use and compatibility of energy-efficient electric cooking appliances to the Ugandan context.
EnDev Uganda’s pilot interventions will aim to provide crucial market intelligence information on e-cooking usage and consumption characteristics in grid connected households in multiple regions, test commercially available efficient electric pressure cookers (EPC) for product fit, facilitate establishment and expansion of distribution infrastructure, implement innovative marketing models to increase access to EPCs, and sharing of pilot lessons learned to key stakeholders in the clean cooking sector.

Knowledge, Skills & Competences
• Ability to network, build and maintain professional relationships with government, development partners and private stakeholders.
• Good understanding of the institutional and policy framework in Uganda including the clean cooking and higher tier cooking landscape.
• Ability to process, analyse and synthesize complex technical information from different disciplines in the areas of energy and business.
• Familiarity with planning, implementation and reporting procedures.

Key Responsibilities
The Junior Technical Advisor – E-cooking will be in charge of:
• Support the Head of Cooking Energy Component with the design, implementation and monitoring of the pilot project activities in demonstration and market introduction of e-cooking devices in Uganda (specifically electric pressure cookers – EPCs) with a focus on grid connected households in urban and peri-urban households.
• Working closely with representatives from cookstove/appliance companies, sector associations, relevant line Ministries, testing institutions, other development partners and stakeholders. Tangible outcomes and quantifiable results are expected.
The Junior Technical Advisor: E-Cooking performs the following tasks:
Specific Tasks
Coordination & Knowledge management
• Ensure pilot activities are implemented in a timely and cost-effective manner.
• Support in the preparation of relevant procurement documents for specific activities in line with GIZ Procurement Guidelines.
• Support in the organization and conducting of regular coordination meetings and tasks with relevant stakeholders.
• Ensure clear documentation of pilot activities and events within the Cooking Energy component and make use of MS Teams tools to facilitate information exchanges.
• Support the documentation of lessons learned and other knowledge products throughout the pilot project for integration into Learning agenda on e-cooking.
Continued development of pilot approach and technical assistance
Foster the further development and adjustment of EnDev Uganda’s market-based approach to scale up access to e-cooking within the Clean Cooking sector.
Promotion of synergies & partner management
• Exchange regularly both within the EnDev Uganda team but also within the GIZ Energy Cluster in Uganda as well as with technical experts at EnDev HQ to identify and explore best practices in implementation and approaches.
• Maintain and cultivate sound relations with the political partner, private sector actors, sector stakeholders, development actors as well as the private sector.
Monitoring and Reporting
Support in the preparation of impact assessments and relevant project reporting documents e.g. presentations, articles, project reports, and other communication and visibility materials
Other Duties/Additional Tasks
• Support the Head of Cooking Energy Component with the all aspects of the Monitoring & Evaluation systems under this e-cooking pilot project i.e. overseeing data collection, verification, analysis, and documentation of lessons learned for all pilot activities in the Cooking Energy Component.
• Identify key Visibility or Communication opportunities within the pilot activities and support the Communication Focal Person on preparing communication products.
• Support in guiding consultants.
• Comply with procedures within GIZ, such as tenders, contracts with third parties, site visits.
• Performs other duties and tasks at the request of management.
Qualifications
Bachelor’s Degree in Energy or Sustainability related field, Engineering or Business Management
Details of experience
• At least 2 years of professional experience in the implementation of renewable energy projects, at least one of those related to clean cooking.
• Experience with market-based development projects, or higher tier cooking is an advantage.
• Expertise in clean cooking development cooperation and business
