Energising Development (EnDev) is a global multi-donor partnership program implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates market-based access to modern energy services in 20 countries worldwide. In Uganda, EnDev, under the Uganda Energy Programme (PREEEP), cooperates closely with the Ministry of Energy and Mineral Development (MEMD) in providing access to modern energy services to Ugandan households, social institutions, and SMEs through market development for solar PV and energy efficient cook stoves.
GIZ EnDev Uganda, under its overall country implementation, has also taking up the junior implementer role for the Africa Biodigester Component (ABC), which aims to support the growth and sustainability of a commercial biodigester sector in Sub-Saharan Africa. Coordinating closely with the lead implementer, SNV Uganda, GIZ is taking over the responsibilities of enabling environment support. This includes technical assistance to strengthen the capacity of key sector stakeholders including the biogas associations, improving coordination between stakeholders as well as facilitating awareness engagements. In addition, GIZ EnDev Uganda will work closely with MEMD and other relevant line ministries including Minister of Agriculture, Animal Industry and Fisheries (MAAIF) and Ministry of Health (MoH) to provide targeted technical assistance to policy processes improving the enabling environment.

Knowledge, Skills & Competences
• Ability to process, analyse, and synthesize complex technical information from different disciplines in the areas of energy, policy development and regulation among others.
• Ability to network, build and maintain professional relationships with government, development partners, civil society organisations, and private stakeholders.
• Experience in administrative processes including contract management
• Experience working with development organisations is an added advantage.

Other Knowledge/ Skills:
• Computer literacy with excellent knowledge of MS Office (especially Word, Excel, PowerPoint) as well as online meeting and conference tools and optional experience in using energy software design tools.
• Strong organisational skills, self-motivation, and ability to work independently.
• Highly motivated to work in a multicultural and inter-disciplinary team.
• Excellent oral and written English language skills.
• Excellent communication, organization, and presentation skills.
• Willingness to travel to project sites across the country.
• Willingness to upskill as required by the tasks to be performed.

Responsibilities
The Junior Technical Advisor – Africa Biodigester Component is responsible for:

Key Responsibilities
• Support the Technical Advisor ABC with the design, implementation, and monitoring of the project’s activities in fostering the enabling environment for biodigesters in Uganda. These include;
• Working closely with representatives from the respective ministries, sector associations and other stakeholders.
• Tangible outcomes and quantifiable results are expected.

The Junior Technical Advisor – Africa Biodigester Component performs the following tasks:
Specific Tasks
Support to national sector organisations
Support the sector associations to build capacity in order to provide strategic input into policy frameworks and facilitate awareness engagement through the development of crucial visibility activities

Evidence-based advocacy & technical assistance to relevant government agencies.
• Assist the preparation of joint stakeholder workshops aimed at sharing best practices and lessons learned in the area of biodigesters.
• Support the technical assistance to relevant government agencies on topics like policy development, sector regulation, technical standards etc.

Knowledge management and M&E
• Assist in the documentation of key events and ensure the proper documentation in internal IT systems.
• Regularly update the technical advisor ABC on key progress of ongoing and planned biogas related activities.
• Support the preparation of reports and project proposals as needed.
• Support the preparation of factsheets, presentations, articles and other communication and visibility materials as needed.
• Assist the Technical Advisor ABC in the coordination of consultants including ensuring proper documentation in internal IT systems.
• Comply with procedures within GIZ, such as tenders and contracts with third parties.

Other Duties/ Additional Tasks
Performs other duties and tasks at the request of management.

Qualifications
• Bachelor’s Degree in an Energy or Sustainability related field, International Relations, or Business Management and Administration
• Details of experience
• At least 2 years of professional experience in the implementation of energy related projects including at least 1 year of active engagement with the biogas sector.
• First experience in policy development, sector coordination, capacity building for sector association and similar topics.
