Job Title: Monitoring, Evaluation and Learning Manager – DREAMS Uganda and Ethiopia
Contract: Full Time, 2 years with opportunity to extend
Reports to: Vice President – Impact
Location: Uganda (Gulu, Kampala, or West Nile)

Organization and Project Overview:
Village Enterprise’s mission is to end extreme poverty in rural Africa through entrepreneurship and innovation. Village Enterprise targets the poor, provides business training, seed capital/startup funds and ongoing mentoring to over 10,000 new entrepreneurs to start 3,000 enterprises each year. Since its inception in 1987, Village Enterprise has started over 40,000 micro-enterprises.

Delivering Resilient Enterprises and Market Systems (DREAMS) layers two models – poverty graduation and market systems development (MSD) – in an innovative approach that drives refugee self-reliance. The first component of DREAMS (‘poverty graduation’) will focus on providing the most vulnerable households with a savings group, training from a “Business Mentor”, and support to establish a new business. The second component (‘MSD’) aims to strengthen the broader market ecosystem in refugee camps to provide greater incentives for collaboration between private sector actors and the refugee communities, ultimately providing better opportunities for refugees to grow their businesses.

About the Job:
Village Enterprise seeks a dynamic and passionate individual to support design and management of the DREAMS Uganda and Ethiopia Monitoring, Evaluation and Learning (MEL) programming. This position will primarily provide support for the project’s internal monitoring and evaluation systems, including updating and managing implementation of Village Enterprise’s M&E systems, ensuring coordination with and support for partner M&E needs and overall project oversight of M&E implementation. This role with also support as needed the research agenda of the project. The project has budgeted for an MEL Coordinator that the MEL Manager will be authorized to recruit to support implementation of the MEL programming.

Project Specific MEL Responsibilities 90%
• Lead process for updating and finalizing project MEL plans, indicator matrix, and MEL tools (including survey development in TaroWorks), with emphasis on accommodating plans for layering and integration across graduation and MSD program components and ensuring MEL systems integrate
• Build the capacity of the staff in development and use of project indicator performance tracking tools for monitoring of progress
• Assist with activity-level monitoring and verification of results in the field, including ensuring that data is complete, accurate, and consistent with agreements and reports
• Conduct data quality checks and internal assessments
• Routinely collect data from MSD team, carry out quality checks on data, and synthesize for reporting according to data sharing and reporting schedule
• Develop/update training materials in key aspects of monitoring and evaluation tools, protocols and processes
• Conduct trainings and develop the capacity of staff
• Oversee the implementation of project surveys
• Lead implementation of MEL Team initiatives for the project, including:
i) Measure and enforce adherence to data quality protocols, including
• Ensure MEL Senior Enumerators monitor data collection and that audits are both carried out accurately and productively as fitting
• Conduct timely routine data quality assessment (RDQA) of all incoming
i) Timely cleaning of participant tracking and monitoring data
ii) Analysis of participant tracking and monitoring data when needed
iii) Maintenance of participant tracking and monitoring dashboards and custom reports; creation of additional internal reports and memos as necessary
iv) Creation of MEL Reports for funders/stakeholders in line with regional/project specific obligations
v) Train field teams of project in data capture responsibilities as they relate to: targeting, participant enrollment, participant tracking, activity tracking, and grant applications
vi) Build and maintain relationships with field staff. Coordinate with staff from other teams as necessary towards the following goals:
• Procurement of enumerator protective gear and data collection equipment as needed
• Open and clear communication channels are maintained for sharing for MEL findings;
• Clear timelines are in place for when staff might expect formal reporting
• Additional findings are shared with relevant parties on an ongoing basis
• Problems are brought forward, lessons learned are openly discussed, and innovations/solutions are tested
• Staff understand why information is needed from them and by when
• Develop expertise in TaroWorks and Salesforce management
• Support staff use of Salesforce for program management and reporting
• Provide staff with technical support for data collection devices as needed
• Support project research agenda as needed, in particular ensuring programming adheres to the design of the external randomized controlled trial and administrative data is collected and managed in adherence with RCT plans
Operations Role 10%
• Provide support to field management team when needed
• Other operations tasks as assigned

Qualifications:
• Education: A Bachelor’s degree in the field of Monitoring and Evaluation, Statistics, Economics, international development or a related technical field
• At least five years of experience conducting monitoring and evaluation for social impact programming.
• Experience with Salesforce and/or Taro works is a plus.
• Experience with working as part of a diverse team with the ability to email, phone, skype and other use virtual communications.
• Experience in supervising data collection and teams of field workers.
• Possess the technical knowledge and skills necessary to succeed in the role, including;
• Strong quantitative skills and experience with data analysis; good command of STATA
• Proficiency in Microsoft Excel, MS Word and MS Power Point
• Proficiency with Google Documents, Gmail, and Android applications, electronic or mobile data collection system
• Understand the elements of data quality: consistent, complete, accurate, timely, verifiable, valid
• Proven ability to design monitoring and evaluation plans, including developing theories of change and logical frameworks.
• Ability to develop SMART indicators
• Literacy with the basic methods for data collection: Surveys, interviews, performance tests, site visits/observation, focus group discussions, participatory methods, pre-existing data.
• Aptitude for designing and implementing surveys
• Aptitude for conducting data quality assessments and with cleaning data
• Ability to orally communicate issues, problems and key information
• Ability to write clear, concise memos highlighting issues, problems and key information
