The Team Lead Community Systems will work with Ministry of Health, Implementing Partners, Regional Referral hospitals, District Local Governments, Private for Profit (PFP) and Private Not for Profit (PNFP) health sector governance to support operationalization of the National Community Health Acceleration Roadmap. Specifically, the Team Lead will spearhead the development of regulatory frameworks, standards and policies for community systems, lead capacity building efforts for community health workers, strengthen community level data capture and institute systems and approaches to strengthen community engagement, participation, and accountability.

Scope of Work
• Develop workplans and design technical approaches and activities to strengthen community health systems aligned to the UHSS technical objectives and project indicators
• Lead technical assistance efforts to the Ministry of Health in developing regulatory frameworks, strategies, guidelines, and policies for community systems
• Responsible for developing and operationalizing community workforce policy, standards, and regulations.
• Provide technical leadership in the development of models and approaches to strengthen community engagement, participation, and accountability
• In collaboration with the Ministry of Health and the UHSS Monitoring Evaluation and Learning team, lead efforts to strengthen community level data capture and reporting
• Coordinate and/or lead technical trainings for staff and partners to build skills and attain higher levels of competency and understanding of current trends and best practices in community health systems
• Advise the UHSS leadership on issues of technical feasibility and effectiveness of proposed project activities
• Support documentation of learnings and best practices for community systems.
• Lead, manage and mentor the Community Health Systems Team of the UHSS Project
• Monitor and report on project implementation
• Represent Palladium at national, regional, and global technical forums
