War Child Canada (WCC) is a registered Canadian charity and operating in the Middle East and South Asia regions (Afghanistan, Iraq, and Jordan) and Sub-Saharan Africa (Sudan, South Sudan, Democratic Republic of Congo, and Uganda).

Currently, WCC is implementing Education and Protection/Access to justice programs for refugees and host communities in Adjumani and Isingiro districts and expanding to additional six refugee hosting districts. To fulfil this dream, War Child Canada is currently seeking for energetic, qualified individuals to fill the following position:
Position Title: Head of Programs
Duty Station: Kampala, Uganda, with regular field travel
Contract: 24 months, Renewable
Reports to: Country Director
Management Responsibility: Program Team with direct line management of Project Managers/Project Directors, Education and Access to Justice Coordinators and the Monitoring Evaluation Accountability and Learning (MEAL) Manager
Key Relationships: Head of Finance and Operations, Country MEAL Manager
Position summary
The Head of Program is a senior staff within WCC and a member of the Senior Management Team (SMT). To ensure effective management of programs and to support scale up, the Head of Programs will provide oversight and strategic leadership in the design, development, implementation, monitoring and evaluation of WCC programs in Uganda. Working closely with the Country Director, the job holder will actively contribute to the implementation of the Country Strategic Plan and development with emphasis on overall quality programming and increased program funding.
Responsibilities
• Program strategy, Direction, and Implementation: Working closely with the Country Director and SMT; the job holder will provide leadership, oversight and guidance on program strategy, direction and implementation (40%)
• Program design and development: Will provide leadership in the rollout and use of WCC’s Program Framework, and strengthen the organizational capacity to effectively design and implement programs (30%)
• Institutional Fund Development: Develop and support institutional fundraising in accordance with WCC’s program framework and actively develop and maintain positive relationships with other INGOs and local partners in Uganda (25%)
• People Management: Be responsible for performance-based management and capacity development of WCC Uganda program teams and ensure the programme has adequate staffing levels by continually identifying gaps and developing plans and/or requests to support in addressing them (15%)
Requirements:
Skills, Knowledge and Experience:
Essential:
• Post graduate degree in International Development, International Relations, Rural Development, Development studies or equivalent demonstrable experience in relevant fields.
• A minimum of Seven years’ experience as Head of Programs (HoP) or similar senior level position, including management and development of country programs.
Desirable:
• Proven ability to develop and manage quality programs, in one or more of WCC’s three global program pillar areas of Education, Livelihoods and Access to Justice, including proposal writing and budget preparation.
• Qualifications in Project Planning and Management
• Good understanding of security and risk management.
Salary and Benefits
Salary will be commensurate with experience and qualifications. Benefits include medical insurance cover as per War Child Canada Uganda contractual standards.
