Job title: HSE Engineer
Location: Kampala, Albert Lake production installation base or other cities in Uganda if required

Primary function
Develop, Monitor, evaluate and report the effectiveness of the Company Health, Safety and Environmental management system and lead improvements to integrate enhancements into the Company’s operations

Responsibilities
• Ensure that Operations comply with all Company relevant Health, safety and environmental management policies, procedures and controls across all operations and support function and all projects, to guarantee employee safety, health, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.
• Assist HSE supervisor/manager with overall project HSE site orientation, Coordination of meeting and training implementation, and regularly organize all the departments to conduct safety inspection; Development and implementation of HSE Risk Assessments, studies and deploy corrective measures to minimize hazard risk profile.

• Develop a culture to anticipate and prevent behavior. Drive behaviors preventing illnesses in work place by engaging management commitment.
  • Supervising and managing the hygiene and health status of the working environment and living condition, responsible for prevention of occupational disease in all company activities.
  • Handle industrial hygiene, equipment protection, machine guarding and other health and safety programs.
  • Inspect and manage environmental protection in field and operation, and liaise with Company HSE department, and support their supervision;
• Execute environmental management processes such as chemicals and waste management and pollution prevention. Maintain schedule/ list of PPE Stock, Firefighting equipment and their maintenance,
  • Ensures that the project’s Contractor produced HSE Plan is developed and delivered in accordance with the company Guidelines, and International Standards and project design specifications.
  • Enforce Permit-to-work system and BBS Administration in KFDA Operations Compilation of HSE Statistics, Preparation and Presentation of HSE Reports (Daily, Weekly and Monthly)
• Coordination of emergency response exercises including wel control, H2S, fire, muster, rescue-at-height, confined space and spill drills.
  • Achieve health, safety and environment management excellence.
  • Champion the HSE Culture integration in KFDA Operation.
  • Provide support to the Emergency
  • Response Team (ERT) in the event of an incident with well implications other
  • Investigate incidents, determine root cause and develop corrective actions.
  • Other duties assigned by superior.

  Requirements
  • Bachelor’s degree or above in Engineering, safety environment or the related.
  • At least 8-year related working experience in HSE management with preferably 5-years’ experience in the Oil & Gas industry.
  • Experience in conducting and managing risk management processes and HSE assessment Knowledge
  • Knowledge of QHSE system development and reviewing.

• Knowledge of Chinese and international QHSE laws, regulations and criteria.
  • Conversant with Local, National & International HSE Regulations, Codes & Standards in oil and gas operations.
  • Computer Knowledge is an advantage.
  • Having good knowledge of ISO 14001 and ISO 45001 will be an advantage.
