Chief Communication Engineer- Engineering Project Team
Location: Kampala, Albert Lake production installation base or other cities in Uganda if required.

Primary function:
• Under the leadership of Design manager. Responsible for the communication engineering in the oil field project.
• Manage communication design, purchase and construction work and provide technical suggestion and/or decision.
Examine text and commission communication system design and construction.

Responsibilities:
• Responsible for the communication engineering in oil & Gas field development and pipeline.
• Responsible for the communication design basis, technical schemes and standards used in engineering.
Organize key issues study, for example the Radio Tower coverage study, VSAT frequency band decision etc.
• Responsible for the design documents check, such as: Telecommunication equipment list, Cyber Security study, wiring table etc., and advise contractor to make sure the design work satisfy company’ requirement.
Responsible for the interfaces between systems/subsystems and with other disciplines, for example the interface between telecommunication system and control system, the FO interface for control system and RTU, SIS and PAGA, and FO interface between KF and EACOP, between KF and KT Tie-in etc.
• Responsible for equipment procurement coordination, review and approve submission documents from equipment suppliers.
• Responsible for reviewing and approving of maintenance and troubleshooting manuals to make sure they are good enough for local employees to follow and comply with company requirement.
• Provide technical service and support to construction, installation, commissioning etc.
Take part in the FAT, SAT, regularly visit integrate site to make sure the Contractor to comply design documents, standards and in quality, in time and in cost. Attend HAZOP and HAZID workshop, and take part in the key monitor and communication facilities decision process.
• Provide support for other departments Coordinate with warehouse supervisor to perform the inspection of materials arrived
• Attend workshop regarding communication issues if necessary
• Regular inspection at site to ensure communication facilities installation according to related standards
Provide technical assistances to operational team during project warranty period
• Assist operational preparation teams to perform linkage testing Assist the operational team to get involve the single system debugging in order to handover smoothly
• Coordinate with the third party to perform quality inspection during construction phase
• Coordinate with company QHSE department to perform access identification
• Responsible for fence surrounding with FO during construction phase
• Troubleshoot telecommunication systems/ subsystems and operability issue to achieve a technical solution, such as to instruct debugging telecommunication facility, to supervise ACS system tuning etc.
• Other duties assigned by superior.

Requirements:
• Bachelor’s degree in Communication engineering or the related.
• At least 12-year related working experience including 8-year experience in engineering design in the Oil & Gas and Pipeline field. International working experience is preferred.

Knowledge:
• Extensive knowledge of the criteria, procedure and principle of communication facilities
• Good skills of office software
• Understanding the engineering, installation, commissioning of communication system.
