Back ground

World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.

Position:         Child Protection Facilitator – Comunidad De Madrid Project

Report to:        Program Manager – UNHCR

Location:        Yumbe District

Advert Start Date:        3 March 2022

Advert End Date:          10 March 2022

Purpose of the position:

The Child Protection Facilitator will provide grass roots project implementation, monitoring and documentation in the child friendly spaces, early childhood development Centres and the participation as guided by WV Uganda policies.

The incumbent will also be responsible for the smooth, cost effective, efficient and timely implementation of CFSs, ECDs and participation, psychosocial and COVID19 safety measures for both staff and POCs, project budget review and monitoring.

Key Outputs/Responsibilities.

Project Management

  • Coordinate and take full responsibility in the implementation of project activities according to the agreed work plans.
  • Prepare detailed implementation plans based on approved and funded proposal and submit to Program Manager for approval.
  • Implement and monitor project activities towards realization of project outputs in a timely and effective manner
  • Monitor progress of activity implementation to ensure highest quality standards and accountability based on LEAP framework, the IASC and WVI standards
  • Work in liaison with and provide the necessary advice and support to stakeholders ensuring effective management and implementation of project activities
  • Ensure compliance to donor guidelines, MoU/ project agreements, and monitor that agreed performance targets are met on time, on scope and on budget.
  • Develop regular monthly and end of project report with support from the MEAL coordinator

Project monitoring and evaluation

  • Facilitate effective monitoring, documentation and reporting in compliance with grants’ agreements, minimum standards and tools.
  • Support the baseline and evaluation processes in liaison with M&E for the different social protection projects targeting refugees and host communities

Establishment of functional project level M&E system and utilization of the information in liaison with M&E

Networking and collaboration

  • Participate in coordination meetings at cluster, zonal and settlement levels.
  • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in planning and implementation of project activities.

Develop a database of strategic networks and partnerships for advocacy within the district.

Finance management

  • Monitor and manage projects’ budgets in line with grants agreements and standards.
  • Risk management by monitoring, addressing and reporting any risks to management of program funds and budgets.
  • Ensure assets of the organization in the operations are safe and secure in line with projects’ grant regulations, MoUs and agreements.

Support audit processes in line with the projects’ audit regulations.

Performance management and supervision

  • Manage, supervise and build capacity of staff in project development, management and implementation.
  • Identify staff capacity, psychosocial and other needs, and work with Program Manager to ensure needs are met and work with P&C to promote staff welfare during the response.
  • Facilitate coaching, mentoring and counseling sessions for staff within the humanitarian emergency response and social protection.

Documentation and reporting

  • Document at change stories in article and Video formats to share milestones and lessons learnt within NO, donors and other stakeholders on emergency response social protection interventions.
  • Prepare quality reports and submit (progress against delivery of outputs and achievement of outcomes, etc) to the Program Manager, UN partner agencies as per the grant agreements and regulations

Qualifications: Education/Knowledge/Technical Skills and Experience.

  • The applicant should hold a Bachelor’s degree in Development studies, peace building, sociology, International relations, Social work and social Administration, Conflict studies or other related field.
  • A minimum of three (3) or more year’s field experience working with communities in CFS/ECD management, child protection programming and program management in an NGO context.
  • Past exposure and experience with integrated CFS/ECD operations in humanitarian context
  • Past experience in working with communities
  • Excellent analytical, documentation, problem solving, interpersonal ad negotiation skills
  • Effective in written and verbal communication in English and knowledge of the language of the hosting community.
  • Working knowledge of humanitarian industry including sphere standards, NGO code of conduct and humanitarian charter
