Job Description
Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Procurement and Supply Chain Management; or Commerce; or Economics; or Business Administration (Procurement); plus full professional qualifications in Procurement/Purchasing and Supply Chain Management such as (CIPS or ISM or CILT) from a recognized Awarding Institution. OR Full Professional qualification/membership of Procurement/Purchasing and Supply Chain Management (such as CIPS, ISM, and CILT) from a recognized Awarding Institution. Applicants should possess a Master’s Degree in either Supply Chain Management or Business Administration or Management discipline from a recognized University / Institution. Applicants should be members of a recognized professional body in Supply Chain Management.
Working Experience
Applicants should have a minimum of nine (9) years relevant working experience in Procurement and Supply Chain Management, three (3) of which should have been gained at Assistant Commissioner or Head of Department level in Government or from a reputable organization
Duties
The incumbent will be responsible to the Executive Director for performing the following duties:-
• Developing and implementing procurement plans for goods, works and services for effective functioning of the Authority in line with the procurement policy and procedures;
Developing and delivering a procurement strategy and ensure compliance across the authority to deliver the targeted benefits and financial savings;
• Establishing and creating awareness of procurement processes and systems based on best practice initiatives compliant with the procurement laws for effective procurement across the authority aimed at improving services delivery to its stakeholders;
• Assessing and evaluating suppliers/items in line with Authority’s procurement procedures and guidelines;
Developing, interpreting and implementing procurement procedural manuals, and policies in relation to the procurement of goods, works and services, and ensure compliance with government and development partners procurement laws and guidelines;
• Supervising and managing complex bid processes including vendors to be solicited, request for proposals, evaluations and award of contracts to ensure transparency and fairness in the tendering/procurement process;
Coordinating and support the functioning of Contracts Committee;
• Developing and implementing a procurement monitoring and evaluation system in accordance with the Authority objectives;
• Managing the performance and development of staff under direct supervision in accordance with the Performance Management guidelines.
• Any other duties as may be assigned from time to time.
