Job Description


MAIN PURPOSE OF THE JOB:
a) To contribute towards UTB’s strategic objective of enhancing the effectiveness and efficiency of the organisation by developing and implementing effective ICT systems.

MINIMUM QUALIFICATIONS AND CERTIFICATIONS

a) An Honour’s Bachelor’s degree in either, Computer Science, Information Technology, or Computer or Software Engineering from an internationally recognized University or institution.
b) A Masters’ Degree in Computer Science, Information Technology, Software or Computer Engineering from a recognized University/ Institute.
c) Professional certification in at least one of the following: Certified Cisco Networker Associate (CCNA), Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), Certified in Governance and Enterprise IT (CGEIT) COBIT 5 will be added advantage.

EXPERIENCE

a) At least 3 years’ experience in information technology gained from a busy and reputable organisation in any of the following areas: networks, database management, system development, system administration, enterprise security architecture design.

JOB ACCOUNTABILITIES AND OBJECTIVES (DUTIES AND RESPONSIBILITIES)
Key Result Areas

Activities/Processes for each Key Result Area (KRA)
KRA 1: Contribute to UTB Strategic Development
i. To lead the design, develop and implement UTB ICT strategy so that itcontributes towards UTB’s strategic goal
ii. Keeping up to date with developments in Information & Communication technology so as to advise management on potential advances
iii. Analysing the needs of UTB and conceptualising ICT solutions that will enhance effectiveness and efficiency
iv. Developing, reviewing and overseeing the implementation of ICT strategic plans
v. Developing clear work plans and budgets that are rolled out systematically
vi. Developing and implementing ICT policies and procedures; monitoring compliance and recommending appropriate corrective action to management as required

KRA 2: Software systems design, implementation & maintenance
i. Conducting detailed requirements analysis and recommending appropriate ICT interventions
ii. Overseeing the development of systems by staff and/or vendors
iii. Reviewing and approving service agreements; managing the supervision of IT vendors and service providers
iv. Developing and maintaining an up-to-date asset register for all software resources.

KRA 3: Ensuring effective hardware systems & network administration.
i. Designing and updating a network topology map that adequately meets the networking and security requirements of the organisation
ii. Ensuring high levels of data and network security
iii. Ensuring that UTB Staff are provided with continuous, good quality, internet, intranet and e-mail services
iv. Developing and maintaining an up to date asset register for all ICT hardware and network resources
v. Ensuring that all necessary routine maintenance is carried out; including user workstations, servers and network infrastructure
vi. Developing and overseeing implementation of the Board’s business continuity plan to ensure full recovery from system failure
vii. Overseeing physical installations and configurations of all new hardware and network infrastructure ( including access control, CCTV)
viii. Conduct IT threat risk assessments of IT systems, networks and applications, new systems, and projects with a business-oriented focus
ix. Developing and maintaining an up to date register for all ICT equipment of the Board

KRA 4: Ensuring Provision of Customer/Client Support
i. Developing and implementing a system to record and schedule problem resolution; ensuring that problems are permanently and quickly resolved, and users kept informed of progress
ii. Analysing problems periodically in order to identify themes and trends and develop strategies for improvement
iii. Ensuring that users with difficulties are provided with prompt and efficient support; aiming to help them prevent problems as well as resolve the current issues
iv. Developing plans to ensure effective user education; delivering user training according to personal expertise
v. Developing and resourcing a helpdesk to support external clients as and when required

KRA 5: Managing resources
i. Communicating to the ICT team a clear and exciting vision for the work of UTB and for the role of department in supporting the organisation
ii. Ensuring that each member of the team fully understands the KRAs that are expected of them and that they are aware of best practice in information and communication technology; ensuring that they behave in a way which will maintain good relationships with stakeholders and UTB staff
iii. Supporting team members to enable them to give of their best e.g. by encouraging and praising good performance, coaching, assisting staff to prevent or resolve problems, providing resources, tools and equipment
iv. Monitoring and reviewing performance and, in particular, holding staff accountable for meeting standards of excellence and delivering any improvement goals which have been identified, taking decisive action in the case of poor performance
v. Ensuring that staff are adequately trained and developed for their roles e.g. by analysing staff training needs, organising the delivery of training or coaching, coordinating the sharing of experience
vi. Developing and overseeing the budget for ICT activities of the organisation; ensuring that plans and resources are matched and priorities for expenditure identified
vii. As requested by the Procurement department, advising on IT related ToRs and reviewing quotations; liaising with the Procurement Unit to support key procurements as required
viii. Overseeing the safekeeping and effective deployment of the organisation’s ICT resources, both hardware and software
ix. Providing support to UTB online assets (websites, social handles, etc) and any backstopping to 3rd parties UTB in the online communication with internal and external stakeholders.
x. Following up on any issues raised during audits concerning the ICT Unit.

KEY PERFORMANCE INDICATORS
a) ICT strategy developed and implemented in a way that contributes to UTB strategic objectives.
b) ICT security policy and strategy developed and implemented.
c) Hardware systems and networks designed, implemented and maintained ensuring performance, reliability and business continuity for UTB.
d) Websites, Library, Registry and other Knowledge Management Systems provided, ensuring that the information storage and retrieval needs of UTB staff and stakeholders are met in an efficient and effective manner
e) ICT support is provided to internal stakeholders aiming to maximise their capacity to use ICT in support of their work
f) ICT staff and Unit empowered to deliver excellent customer service and high technical standards
g) Effective utilisation of the finances associated with the UTB’s ICT activities.
h) Production of timely performance reports for Management.
i) Monthly risk logs.
j) Up-to-date asset register of all software resources and ICT equipment of the Board maintained
k) Timely performance reports (weekly, monthly, quarterly and annually)
