Job Description


MAIN PURPOSE OF THE JOB
This role is primarily responsible to support the UTB Quality Assurance and Standards function.
The Senior Registration and Licensing officer is responsible to develop, plan and lead the implementation of strategic initiatives to support compliance throughout the entire value chain.

MINIMUM QUALIFICATIONS AND CERTIFICATIONS
a) Honours Bachelor’s degree in either Tourism, Hospitality or Law
b) Master’s degree in any of the above qualifications is a requirement
c) EAC Certified Hotel Assessor is an added advantage.

EXPERIENCE:
At least Three years of service in a busy and reputable organisation.

KEY COMPETENCIES:
a. Technical Competencies

i. Ability to lead the formulation and development of Quality Assurance related strategies, plans and programs,
ii. Understanding of the tourism industry (Government Policy and Private Sector Stakeholder landscape)
iii. Proven ability to develop strategic linkages, partnerships and networks with Government Agencies, private sector actors, and Development Partners
iv. Ability to constantly scan the tourism sector in order to identify opportunities or address emerging situations for the benefit of stakeholders
v. Business intelligence and analytical skills
vi. Excellent communication and report writing skills
vii. Project management and implementation skills
viii. Research/ Knowledge management.

b. Behavioural/Generic Competencies

i. High level of Personal Integrity
ii. Excellent interpersonal skills, with the ability to work in a team setting
iii. Leadership and strategic thinking

JOB ACCOUNTABILITIES AND OBJECTIVES (DUTIES AND RESPONSIBILITIES)
Key Result Area: Activities/Processes for each Key Result Area (KRA)

KRA 1: Oversees the management of quality system processes withineach facility, including resolving complaints
i. Develop an industry training manual and strategy
ii. Regularly update training policies in place
iii. Develop a complaint handling mechanism for the sector
iv. Develop capacity of ensuring that total quality is achieved

KRA 2: Implements key regulatory processes related to Registration and Licensing
i. Develop and updates guidelines for registration, inspection and licensing
ii. Collaborations with government authorities on licensing
iii. Oversee the Registration and licensing of tourism enterprises

KRA 3: Researches and analyses applicable laws and regulations and develops plans to implement policy to
i. Conducts up to date research on the competitiveness of Uganda as a tourism Destination
ii. Report to management on quality issues and trends
iii. Bench marks and provides guidance on the applicable laws ensure the Company’s ongoing compliance with changing regulatory requirements.
iv. Develops policies that ensure good governance and follow up of the law

KRA 4: Ensures the department’s priorities are aligned with the needs of the business, and that department personnel are executing on their tasks and projects.
i. Teach, coach, and mentor employees at all levels in quality
ii. Updates and ensures that employees follow up on the client charter
iii. Follow on speed and accuracy in executing assignments
iv. Aligning of the strategic objectives and interventions to the day-to-day operations.

a) Tourist/Client satisfaction index
b) Levels of compliance in the sector
c) Strategic polices developed and implemented
d) Standard operating procedures in place
e) Innovations in place
f) Collaborations and working partnerships in place.
g) Existing licensing framework
h) Risk Logs produced monthly.
