Job Description


KEY ACCOUNTABILITIES
1. Review Financial Institution AEOI return submissions and underlying financial account information for accuracy, completeness and regulatory soundness.
• Coordinate the onboarding of Financial Institutions eligible for AEOI reporting onto the URA AEOI Reporting Portal.
• Receive and verify annual AEOI returns from all Reporting Financial Institutions in Uganda.
• Identify, document, make recommendations and communicate on errors in annual AEOI return filings.
• Reconcile, consolidate and submit Jurisdiction-specific AEOI files to the line supervisor for onward transmission to the different jurisdictional AEOI portals.
• Draft and compile monthly and ad hoc AEOI compliance reports upon request and ensure a high level of accuracy is achieved at all times.

2. Coordinate all stakeholders, activities and workflow arising from Uganda’s membership with the Global Forum Automatic Exchange of Information Group (AEOI group) and regional groupings
• Act as a contact point for other countries in relation to all AEOI queries and status requests on Automatic Exchange of Information.
• Organise events and attend seminars, conferences, meetings and workshops relevant to local and international events, activities and developments in relation to tax transparency.
• Compile and prepare Uganda’s position on proposals regarding the review and update of the International Standards and Terms of Reference for AEOI Peer reviews and related work.

Preparing for and participating in international negotiations and discussions relating to automatic exchange of information.

3. Receive, and respond to enquiries by different stakeholders in relation to URA’s operational framework on the effective use of AEOI data.
• Receive requests and coordinate the provision of the required information by stakeholders in line with the OECD confidentiality and data safeguards requirements.
• Support in developing technical briefs, presentations and working papers in relation to policy and legislative work on emerging trends in international tax transparency standards.
• Contribute to continuous AEOI system and process development and review to support URA’s AEOI IT and regulatory requirements.
• Maintain an up-to-date knowledge bank of FATCA and CRS (AEOI) regulatory and compliance environment as it impacts URA service and/or clients, conducting additional research as necessary to resolve internal or external queries.

Qualifications
PERSON SPECIFICATIONS
Essential Requirements
• An Honor’s Bachelor’s degree or its equivalency of a Master’s degree in either Commerce, Economics, Statistics, Law or Social Sciences and related disciplines from a recognized academic institution
• At least two (02) years’ work experience in the area of Research and International relations in a reputable organization.
• An impeccable record of integrity.

Desirable Requirements
• Basic Training in Banking
• Training in Financial and Data Analysis
• Training in International Taxation and Policy Analysis

Knowledge
• Knowledge of Tax laws, Non-Double Taxation Agreements, Operations of Financial Institutions and related Multi-lateral Instruments
