Job Description
Action Against Hunger is seeking a qualified Strategic Learning Advisor for the upcoming USAID-funded BHA Uganda Resilience Food Security Activity ( RFSA). This role is crucial in fostering a culture of continuous learning and adaptive management to support the program’s goals of improving and sustaining the food and nutrition security of vulnerable populations through multi-year resilience and food security activities.
Purpose:
The Strategic Learning Advisor will lead the integration of Collaborating, Learning, and Adapting (CLA) practices across the program to enhance effectiveness and impact. This role involves coordinating with all project components to ensure that learning informs and improves ongoing activities.
Engagement:
The Strategic Learning Advisor will work closely with the M&E team, project staff, USAID, and other stakeholders to facilitate knowledge sharing and adaptive management practices within the program framework.
Delivery:
This role will oversee the development and implementation of the learning agenda and manage activities aimed at capturing, disseminating, and applying innovations and lessons learned across the program.
Essential Job Duties
• Lead the development and execution of the project’s learning and adaptation strategy, ensuring that learning is integrated into all phases of the project lifecycle.
• Manage the creation and maintenance of knowledge management systems to capture and share learnings.
• Facilitate learning events, promote peer-to-peer learning, and ensure that program adaptations are evidence-based.
• Collaborate with internal and external stakeholders to enhance program learning and to align with broader sector and donor strategies.
• Provide technical leadership in the design and implementation of CLA components, ensuring they are effectively integrated into program strategies and activities.
• Cross-Sector Integration with Protection Mainstreaming: Collaborate with project teams to ensure the seamless integration of social protection strategies and the Graduation Approach across all program activities. Employ basic knowledge of protection mainstreaming to enhance alignment with national frameworks and boost the resilience and food security of target communities.
Supervisory Responsibilities
Manage and mentor staff involved in learning and knowledge management activities, promoting a culture of continuous improvement and innovation.
Fiscal Responsibility
Oversee the budgeting and financial management of learning and adaptation activities, ensuring optimal use of resources for maximum impact.
Physical Demands
• While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.
• To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

Working Conditions, Travel and Environment
• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by project needs.
• Must be able to travel as required for standard domestic and international business purposes as well as to project locations across Uganda. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Required Qualifications
• Master’s degree in international development, public health, nutrition, agriculture, or a related field.
• Minimum of seven years of relevant experience, with a significant focus on strategic learning, knowledge management, or organizational learning within international development contexts.
• Proven experience in implementing CLA activities and familiarity with USAID programming and reporting requirements, including scenario planning, Theory of Change use and refinement, and on-going pause-and-reflect opportunities.
Required Skills & Experience
• Strong facilitation skills and the ability to manage diverse teams.
• Excellent communication and interpersonal skills, with proficiency in English and French.
• Experience in developing and managing complex databases and knowledge management systems.
• Ability to work effectively in a fast-paced, stressful environment.
• Must be detail-oriented and able to work independently and collaboratively.
