Job Description
Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree from a recognized University/ Institution plus a Masters Degree in Law; or Business Administration; or Economics; or Public Sector Management; or Public Administration; or Urban Planning and Management; or Urban Governance and Management; or Management Studies from a recognized University / Institution
Working Experience
Applicants should have a minimum of fifteen (15) years relevant working experience in the field of Public Administration and Management, three (3) of which should have been served at the level of Deputy Executive Director, or Head of Department in Government or equivalent level from a reputable organization.
Duties
The incumbent will be responsible to the Head of Public Service and Secretary to Cabinet for performing the following duties:-
– Coordinating management of all public funds of the Authority and being accountable to Parliament;
– Coordinating implementation of National and Council laws, policies, regulations, bye laws, programmes and projects;
– Providing technical guidance to the Mayor and the Authority on Government policy, technical, administrative and legal matters pertaining to the management of the Authority;
– Preparing reports to the Minister and Council on matters pertaining to the affairs of the City
– Presenting the Annual Budget to the Authority;
– Coordinating delivery of quality services to the population within the Kampala Capital City and taking remedial action where service delivery standard are below the expected minimum standards;
– Coordinating proper physical planning and development control in the City and Urban Councils;
– Monitoring the activities of the Directorates of the Authority and the lower Urban Councils under KCCA;
– Promoting trade order and mobilising the urban community for development and sustainability of infrastructure and services.
– Guiding and tracking implementation of Cabinet decisions
– Managing performance and development of staff under his/her direct supervision in accordance with the Performance Management guidelines
– Any other duties as may be assigned from time to time
