Global APRI Services Ltd (APRI) supported by Advocacy for community transformation (ACT-SS) issue, the following Call For Expressions of Interest for the position of Baseline survey specialist consultant, through a desk-based consultancy under the EU funded “Addressing Migration and Mobility Challenges through Sustainable Livelihoods and Protection of Migrants in South Sudan-SULIPROM-SS” project, implemented by ACT-South Sudan (Advocacy for Community transformation) and Global APRI .

Global APRI Services Ltd supported by Advocacy for community transformation (ACT-SS) is currently implementing a European Union funded project in South Sudan “Addressing Migration and Mobility Challenges through Sustainable Livelihoods and Protection of Migrants in South Sudan”. The project aims to improve the protection of vulnerable migrants and mobile communities from irregular forms of migration, especially trafficking in persons and smuggling of migrants through awareness-raising and community mobilization and also address the root causes of irregular migration and mobility by providing sustainable livelihood opportunities and economic empowerment for women, youth and of vulnerable migrants in Tonj North County, Warrap State, Republic of South Sudan.

Job position: Baseline Survey and Knowledge Attitude and Practices (KAP) specialist
Technical Focus: Lead the design of a comprehensive baseline and KAP surveyes to establish key benchmarks for project interventions and ensure the collection of high-quality data on migration patterns, livelihood conditions, and protection needs of migrants and vulnerable communities through well-developed survey methodologies and tools.
Key Results: Detailed surveyes plan, methodology, and tools

Key Functions
• Develop comprehensive survey methodologies and tools tailored to the project’s objectives for establishing a project’s starting point, which serves as a foundation for measuring progress and impact over time.
• Identify key indicators to measure project impact on migration, livelihoods, and protection.
• Ensure alignment with national and international best practices for migration and livelihoods research.
• Collaborate with government agencies, local communities, NGOs, and international partners to ensure context-specific data collection methods and tools.

Weekly Jobs

Minimum Requirements
• Advanced degree (Master’s or PhD) in Social Sciences, Migration Studies, Development Studies, Economics, or a related field.
• At least 10 years of experience in designing and conducting baseline surveys in humanitarian and development contexts.
• Proven expertise in migration research, livelihoods assessments, and protection studies.

  • Strong skills in quantitative and qualitative research methodologies, data analysis, and statistical software (e.g., SPSS, STATA, or R).
    • Experience working in conflict-affected and fragile settings, preferably in South Sudan or similar contexts.
    • Excellent report-writing and stakeholder engagement skills.

Reporting Lines
The baseline survey specialist reports to the APRI Project Coordinator and the APRI director migration expert.
