ROLE PURPOSE:

The Health Officer will ensure the integration of health into climate adaptation and resilience programming in Kasese. The role will strengthen health systems to anticipate and respond to climate-sensitive risks, and build community resilience through partnerships with government, private sector, and community structures. Ultimately, the Officer will contribute to improved health outcomes, and greater resilience for children, adolescents/youths, and vulnerable communities.

THE ROLE

KEY AREAS OF ACCOUNTABILITY:

Technical Leadership and Integration.

  • Guide the design and implementation of climate-sensitive health interventions at community and facility levels.
  • Support alignment of project interventions with national health, climate, and resilience policies.

Capacity Strengthening.

  • Train and mentor health workers, Village Health Teams (VHTs), peer educators, and DRR committees on climate-health linkages and anticipatory action.
  • Strengthen the capacity of health facilities to prepare for and respond to climate-sensitive diseases and emergencies.

Community Engagement and Service Delivery.

  • Lead health risk communication campaigns on climate-sensitive diseases.
  • Promote gender equality and inclusion by addressing barriers that limit access to health during climate events.

Partnerships, Coordination, and Advocacy.

  • Build and maintain effective partnerships with district health teams, local government, ministries, civil society, and private sector actors.
  • Represent the project in technical working groups, district coordination meetings, and advocacy forums on health, and climate adaptation.
  • Contribute to advocacy efforts for climate-sensitive health planning at district and national level.
  • Work with stakeholders to develop and validate relevant materials related Health and Climate Change.

Monitoring, Learning, and Reporting.

  • Support data collection, analysis, and reporting on health, and climate adaptation indicators.
  • Document and disseminate lessons learned, case studies, and best practices for internal learning and external visibility.

To be a strong supporter and advocate for children in this role you will need to have:

  • At least a degree in public health, Environmental Health, Medicine, Nursing, or a related field.
  • A master’s degree is an added advantage.
  • At least 3–5 years of experience in health programming, with demonstrated expertise in climate and health adaptation.
  •  Experience working with communities, youth, and vulnerable populations in humanitarian, resilience, or development contexts.
  • Strong understanding of climate change impacts on health systems in Uganda.
  • Experience with capacity building, participatory approaches, and multi-sectoral collaboration (government, private sector, civil society).
  • Excellent communication, facilitation, and report writing skills.
  •  Ability to work effectively in multicultural, multidisciplinary teams, with strong coordination and partnership skills.
