JOB DETAILS:

The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
The Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the ongoing grants that run from 2018 to 2020(apparently on new grant making 2021-2023). Part of this grant is for sourcing for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. The Ministry of Health therefore seeks to invite suitably qualified Candidates to fill ten (10) existing vacant positions based at the MOH headquarters whose job description and person specifications are indicated below.
Job Title: Monitoring and Evaluation (M&E) Specialist NMCD-1
Reports to: Ass Comm. NMCD/PM MOH
Hours of Work: Full time
Location: The Position is based in Kampala
Engagement Term: 2 years Contract Renewable upon Performance

Job Purpose

The job requires one to understand the strategic direction of Resilient and Sustainable Systems for Health(RSSH) Project. The job holder must be highly versed with Results based management (RBM). Result based financing (RBF) to facilitate analysis of the resource inputs and cost benefit then inform consequent planning accordingly. The job holder should have good knowledge and advisory skill to guide the development of the programmatic goals, objectives, strategic indicators and activities. He/she should be familiar with development and review of the RSSH Performance Monitoring Plan (PMP). Must be able to lead Baseline studies, Midterm and Endline programme /post implementation evaluations (impact evaluation). Among others the position requires the holder to be a strategic thinker with ability to guide team of staff in day to day programmatic reviews so as to guide the design of emergent strategies as and when required.

Key Duties and Responsibilities:

• Develop and update the M&E plan inclusive of the Performance Monitoring Plan (PMP) of Global Fund grants for tracking progress and evaluating outcomes and impact on the implementation of RSSH
• Overall management of the M & E activities of Uganda Global Fund programme under the Resilient and Sustainable Systems for Health(RSSH) Project.
• Plan and track activities within the M&E framework.
• Conduct Data Quality Assessments (DQAS) on RSSH
• Develop, revise and/or adapt data collection and reporting tools of RSSH
• Provide M&E technical support for program operational strategy
• Participate in training and orientation of Implementing Partners for GF in the country
• Routine and non-routine data collection of GF tied indicator data (eg. Training)
• Monitor and inform programme implementation progress, preparation and quality assurance of Progress Update and Disbursement Requests (PUDR) reports.
• Evaluate and report on programme outcomes and impact countrywide
• Provide information for reporting on the Health Sector performance in line with the program objectives
• Manage as a custodian the GF program’s database/ Management information system
• Conduct, facilitate and support RSSH related studies, operational and conventional institutional research
• Spear lead the Joint Annual Review Programme and participate in the overall planning of Health Sector monitoring
• Train stakeholders and health workers in the RSSH frameworks, methods and tools
• Perform any other duties as may be assigned by the National Facilitator on RSSH from time to time

Competencies:

• Proven teamwork, Analytical skills (condense large data volume into analytical trends to achieve accurate results, ability to apply logical thinking in order to break complex problems into relational component parts)
• Excellent writing, oral and visual presentation skills, training skills. Ability to track and assess priorities and competently complete a variety of activities with a high level of accuracy and timeliness.
• Excellent numeracy, organizational skills and attention to detail. Ability to initiate and implement activities with hard work, dedication with minimal oversight and supervision
• Proficiency in Statistical packages (SPSS, STATA, etc) MS Office (Advanced Excel (pivot, dicers and slicers), Word, PowerPoint, etc.) and the Internet.

Education Professional Designations/Experience:

• Must have a Bachelor’s degree in any of the following areas, Statistics, public Health, Medical Education, Social Sciences, Development Studies, Computer science, and Quantitative economics.
• Must have Postgraduate training/Fellowship in Monitoring and Evaluation, management or related field. Should have additional broad certified training in electronic health management information systems eg. District Health Information System (DHIS2) designing and customization, Geospatial Information System (GIS), Open Medical Records System (OpenMRS) or Uganda Electronic Medical Records (UgandaEMR), etc.
• He/she must have at least 12 years of M&E experience working within the health sector in international and National NGOs/donors or Government, whether as an employee or consultant at the different levels of implementation, Strategy or Policy. Should have vast experience in supporting: local government, ministries, autonomous bodies and Community Based Organizations.
• Should have extensive experience in training of trainers, developing functional Monitoring and evaluation systems, M&E plans for health programs, DQAs, research, training, supervising M&E teams and managing M&E activities.
