Job Description


FAO Uganda supports extremely vulnerable populations throughout Uganda, with a particular emphasis on refugee-hosting districts, to achieve sustainable food, nutrition and income security through resilient agricultural livelihoods.

As the immediate needs of refugees and other extremely vulnerable populations experiencing acute instances of economic crisis and food insecurity is met, the focus necessarily turns to the medium and long-term needs for support to livelihoods to achieve self-reliance through sustainable and resilient livelihood strategies. This need is reflected in the recent role allocated to FAO as the co-chair of the Livelihoods and Resilience Sector for the refugee response.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR), in consultation with the Deputy FAOR and under the direct supervision of the Food Security and Livelihoods Coordinator, the Livelihoods Programme Associate will support the planning, implementation and monitoring of livelihoods interventions in the emergency portfolio.

Technical Focus

The Livelihoods Programme Associate will provide technical guidance in planning, implementing and monitoring livelihoods interventions.

Tasks and responsibilities

The Livelihoods Programme Associate will be responsible for the following tasks:

  • Oversee agricultural livelihoods activities in emergency and development contexts with alignment to, both, the humanitarian principles of ‘Do No Harm’ and ‘Leave No One Behind’, and the UN Code of Ethics and Conduct; building from good practices from the sector; ensuring high operational standards and compliance with FAO corporate rules and procedures;
  • Collaborate with line ministries, district local government, communities and relevant stakeholders to ensure the livelihood response expectations are fulfilled efficiently and effectively;
  • Guide community assessments to identify critical requirements for interventions
  • Provide technical input, in coordination with the Procurement Unit, into the development of contractual arrangements with FAO’s implementing partners and service providers for livelihoods interventions;
  • Support the M&E Department to conduct livelihoods-specific regular assessment (e.g. market, seed security, yield production), monitoring, reporting and analysis tools, including Post-Distribution Monitoring, Dashboards and guidelines aligned to SMART indicators to assess performance and inform programmatic decisions;
  • Provide technical assistance (as needed) to FAO implementing partners on the roll-out of livelihoods activities through routine monitoring of partner activities in the Desert Locust response under the pillars of surveillance and control and livelihoods protection and recovery, ensuring activities meet FAO standards for quality of implementation and are aligned to national policies and standards.
  • Preserve the corporate image of FAO at all fora and represent FAO in the Sector Technical Working Group under the refugee response and other relevant forum and discussions to facilitate learning, information sharing, alignment to national standards and approaches.
  • Undertake any other activities as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

  • Five years of relevant professional experience
  • National of Uganda
  • Master’s degree in agriculture economics, business management, development studies, social sciences or related subject.
  • Working knowledge of English,

  • Experience in developing and implementing agricultural livelihoods activities.

Experience in organizing and conducting trainings at national and local government level.
