Accountabilities/roles and responsibilities

Implementation of project Performance Monitoring Plan
• In collaboration and close consultation with MER-Manager, NO-M&E advisors-Canada and Norway, define the project results framework, implement an education based gender transformative project Performance Monitoring Plan/Framework (PMP) as well as lead in the development and implementation of an online, robust indicator tracking database and management information system (MIS) with real-time updates and indicator reference sheets, guidance, instruction and supervision,
• Ensure adherence to the PMP and gender-responsive data collection tools in a consistent manner across all 9 districts (7 directly by Plan and two through partners) with a lens to collecting data to adequately respond to gender transformative project design.
• Provide design, troubleshooting, training and technical support to the field level for all data collection tools and processes and organize, compile and analyse gender transformative data from all districts to facilitate reporting to EAC and feedback at community, district and project levels.
• Support district project officers to oversee and supervise external consultants and enumerators as needed for all monitoring data collection, ensuring adherence to gender and safeguarding protocols.
• Work with project and support staff to ensure that project design in the proposal is logically sound, beneficiary-informed and contextually appropriate, based on learning from other or previous education or gender transformative projects and technical best practice, and includes a Theory of Change and SMART logical framework (with Plan International core indicators and enabling assessment of project progress, quality, outcomes, and if relevant impact).
Monitoring
• Work with project and support staff to determine which monitoring activities will take place and which data collection methods will be used to ensure their adequacy and appropriateness;
• Work with project and support staff to ensure that monitoring activities are adequately resourced, with sufficient project and support staff and adequate budget;
• Work with project and support staff to ensure that the project work plan includes monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to date and progress tracked.
• Work with project and support staff to develop, translate, pilot and finalize data collection tools as needed;
• Assist in training of staff in gender transformative data collection methods, management, analysis and action techniques;
• Work with project and support staff to ensure that data is collected and entered into MIS and/or tracking sheets, and/or the data platform on a regular basis;
• Responsible for providing consistent, supportive technical input to strengthen project and district M&E staff project delivery as necessary to meet monitoring objectives and ensure data quality;
• Responsible for conducting data quality audits of the project to identify and resolve systemic problems affecting student enrolment, retention and graduation data quality, and documenting and storing findings in project files in the MIS or similar applications;
• Assist in conducting regular analysis and action planning meetings to (1) compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring further attention; (3) define action needed and share and or assign responsibility and deadlines;
• Work with project and support staff to track progress on action points related to implementation and M&E activities;
• Work with project and support staff to provide M&E inputs for reports written during project implementation;
Evaluation: Technical oversight and support for surveys and learning initiatives
• In close consultation and collaboration work with the Research and Evaluation Coordinator, Learning and Accountability Coordinator and other project and support staff to develop the TORs for surveys.
• Working with the Research and Evaluation Coordinator, lead design, planning, quality assurance and oversight of surveys, ensuring survey findings are documented.
• Work with Research and Evaluation Coordinator and other support staff to develop detailed work plans and budgets for survey activities/initiatives. Work closely with R&E Coordinator, L&A Coordinator to deliver development and analysis of the project baseline, mid and end term surveys and learning and accountability as necessary.
Facilitation of project/organizational learning
• Assist in conducting and documenting end of project learning reviews, and sharing lessons learned and best practices, incorporating these into new project designs;
• Assist in identifying, documenting, storing and sharing lessons learned that have implications for refinement of best programmatic practice.

Technical expertise, skills and knowledge

Education

University Degree in a Development related field (Statistics, Information Technology, Social Science, Education, or a related discipline); Additional M&E qualification are a huge added advantage, asset and essential

Knowledge & Experience

• Minimum four years of experience within the development / humanitarian sector or in the private sector;
• Proven technical skills in monitoring and evaluation, including experience with multi-sectorial and multi-donor funded programs and experience with qualitative and quantitative data collection and analysis;
• Excellent data management and data analysis skills, with solid skills in Microsoft Excel, SPSS, EpiData and database software
• Proven abilities in developing monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring with a gender transformative lens;
• Strong planning, organizational and interpersonal skills;
• Excellent analytical, presentation, and reporting skills;
• Demonstrated leadership, versatility, and integrity
• Excellent communication, presentation, and writing skills in English
• Willingness to travel between 30-50% of timeto various project sites.
• Experience with Educate A Child (EAC) is considered a strong asset
