Job Description


The National Building Review Board is a government agency under the Ministry of Works and Transport established by the Building Control Act, 2013. The Board is mandated to monitor building developments; ensure that the design and construction of buildings and utilities to which the public is to have access cater for persons with disabilities; oversee, inspect and monitor the operations of Building Committees; hear and determine appeals from persons dissatisfied with the decisions of a Building Committee; and to determine the fees to be charged by urban and district building committees for approval of plans, issue of building permits and occupation permits.
Job Title: Senior Legal officer
Reports To: Manager Compliance
Employment Type: Contract
Salary Scale: NBRB 3
Contract Duration: 5 years renewable subject to satisfactory performance .

Duties
• Assists the Board on all legal matters.
• Initiates legal proceedings on behalf of NBRB and represents the Board in the Courts of law/tribunals and arbitral proceedings
• Prepares pleadings and other court documents and manages all court processes on behalf of the Board
• Liaises and manages relations with external counsel to enforce compliance and follow up on judicial processes instituted by or against the Board
• Responsible for keeping track of and informing management on national building related cases filed against the licensees/Contractors/Attorney General even where the Board is not a party to the said cases.
• Identifies legal risk and advises the Board on how to manage
• Prepares quarterly analytical reports to management pertaining to all cases affecting the Board.
• Coordinates the preparation, documentation, review and submission of periodic progress reports to relevant internal and external stakeholders
• Plans and budgets for resource requirements in the legal Unit and monitors the usage to ensure efficiency
• Manages performance of both the legal unit and the staff under his/her jurisdiction and implements initiatives that foster staff capacity building and career development
• Implements succession planning and any other staff related programs as introduced and approved in the organization.
• Ensure safe custody of the Board’s legal documents and other records;
• Perform any other duties as may be assigned from time to time by the supervisors.

• A good knowledge of legal and regulatory provisions of the Ugandan law and international law pertaining to the building construction industry
• Critical thinking and problem solving skills
• Ability to work independently and in a team.
• Excellent analytical, negotiation and coordination skills.
• Excellent communication and interpersonal skills.
• Good track record in a management position with Integrity
• Good IT literacy and computer skills
• Ability to lead and motivate co-workers
• Ability to meet tight deadlines

Person Specifications:
• Master’s degree in Law from a recognized University
• Bachelor of Laws Degree (Hons) from a recognized University.
• Registration with a professional body is a MUST.
• A Postgraduate diploma in legal practice from LDC
• Must be enrolled as an advocate for at least 5 years
• At least SEVEN (07) years’ experience in a similar or relevant organization
preferably in the construction industry or regulatory environment.
• Demonstrated experience in working in a leadership role in a similar organisation
• Demonstrated experience in liaising with other Government institutions and stakeholders

Added Advantage
• Internationally recognised professional qualifications or membership of nationally and internationally recognised professional bodies.
• Other qualifications in corporate governance, construction law, arbitration, procurement or management.
