Location : Uganda/Kampala

CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability
Background
FASTER is designed as a new component of the global FOCUS (Faith-based Organization Capacity Strengthening for Universal HIV Services) project. Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the Centers for Disease Control and Prevention (CDC), FOCUS was developed with the intent of building FBO network capacity, assisting FBOs to contribute to HIV multi-sector planning for expanded service delivery, and documenting successful approaches. Led by CRS, FOCUS builds understanding of how to leverage the faith-based community’s contributions at subnational and national levels, reinforcing mutual responsibility and country-driven leadership.
FASTER takes FOCUS’ objectives to the next level by creating an enabling environment in 4 countries where public health, civil society, the private sector, and FBOs can accelerate normative pediatric HIV case finding, testing, linkage to care and treatment, and adherence support by strengthening and streamlining joint coordination and provision of pediatric HIV service delivery. .

Job Responsibilities:
• Support the organization and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
• Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
• Manage all partner and consultancy contracts and agreements, including tracking of deliverable achievements executing payment plans, drafting amendments, and updating FASTER project on all contract management needs and progress.
• Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner. • Support and coordinate capacity building of CRS staff and partners and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
• Coordinate logistical and administrative support to staff and partners including planning of events and activities
• Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements.
• Maintain partner contractual documentation and records including control of contractual correspondence, contractual changes and amendments as per agency and donor requirements.
Oversee the partner operational delivery by tracking and reporting on activities and managing of requirements

Typical Background, Experience & Requirements:
Education and Experience
• Bachelor’s Degree required.
• Experience in Administration, Finance, or a Business-related field preferred
• Minimum of 4 years of work experience in project support, ideally in the field of Project Management and for an INGO.
• Additional experience may substitute for some education.
• Experience working with partners, participatory action planning and operational engagement.
• Experience monitoring projects and collecting relevant data.
• Strong aptitude using MS Windows and MS Office packages (Excel, Word, PowerPoint).
• Observation, active listening and analysis skills with ability to make sound judgment.
• Good relationship management skills and the ability to work closely and collaborate with staff, partners and community members.
• Attention to details, accuracy and timeliness in executing assigned responsibilities.
• Proactive, results-oriented and service-oriented.
• Self – motivated and able to work independently.
• Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
• Good strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment
• Good technical writing skills
• Presentation, facilitation, training, mentoring, and coaching skills
• Proactive, resourceful and results-oriented
Preferred Qualifications
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
Required/Desired Foreign Language
• English fluency, including excellent oral and written skills, required.
Required Travel: This position is based in Kampala but will require occasional travel to other parts throughout Uganda. The successful applicant must be willing to travel up to 15% to provide field level technical support and mentorship.
