Job Description


In 2019, the Government of Uganda approved a TVET policy (2019) as one of the key documents to guide the reform in TVET sector in Uganda. The policy lays a foundation for a TVET System that is flexible to the changing labor market demands. The Policy also provides for a: structure to coordinate, regulate and harmonize TVET at all levels; framework for resource mobilization, utilization and sustainability for quality TVET provision and delivery; and, career path and linkages between general education and TVET. ln addition, the policy provides the basis for reviewing and harmonizing the current laws.
ln order to prepare for the implementation of the approved TVET policy actions and interventions, Cabinet approved transitional arrangements that include establishment of a Multi-Ministerial Committee to give policy directions, an implementation Working Group to oversee and guide the process and make decisions on the reforms and a secretariat to coordinate and provide support to the activities of all Ministries and Stakeholders in TVET until the Permanent structures are in place.
It is against the above background that the Ministry of Education and Sports wishes to establish an interim Secretariat for implementation of the TVET Policy to oversee and manage the implementation of the policy until the establishment of a TVET Council.
The main objective of the interim Secretariat will be to
coordinate and support the activities of Tl/ET stakeholders involved in the reform and the Office of the Permanent Secretary – Ministry of Education and Sports – in managing and leading the change process of putting in place the building blocks of implementing the TVET Policy, 2019 Reforms; until such a time as when the Tl/ET Council has been established and operationalized.
Accordingly, the Ministry of Education and Sports invites suitably qualified and experienced individuals to apply for the following positions under the TVFT Policy implementation secretariat:
Title: Head of TVET Secretariat
Reports to: Permanent Secretary
Salary: In line with the Approved secretariat Structure (Reasonable and competitive)
Duration: 24 months, subject to renewal
Duty Station: Kampala
Purpose
The Head of the Secretariat is responsible for the overall leadership and management of operational and administrative functions of the Secretariat, working closely with a designated focal point officer at the BTVET Department for policy guidance. .

Key Duties and Responsibilities
The duties and responsibilities of the Head of TVET Secretariat are:
Responsible for the overall management of the TPI Secretariat;
• To support the enactment process of the TVET Law;
• To develop the TVET council Strategic Plan in line with the TVET Policy; including annualized work plans and budgets and Policy Implementation Roadmap with key responsibility centers,
• To undertake a comprehensive national baseline study on all TVET parameters envisaged in the TVET Policy to inform performance targeting, monitoring and evaluation and guide overall TVET implementation;
• To develop a TVET M&E system for all TVET “Policy indicators,
• To develop a System for determining the demand and supply of the TVET graduates to inform the skilling and reskilling interventions;
• To develop draft TVET Qualifications Framework
• To develop an institutional Framework, including Terms of references and competencies for the key personnel for TVET Council;
• To build, strengthen and manage partnerships with government agencies, key partners, Education Development Partners, institutions and other TVET stakeholders in supporting TVET Reforms;
• Responsible for management of all human, financial and physical resources of the Secretariat;
• Responsible for supervision of the TVET Experts, technical and administrative team to ensure all Policy targets and milestones set in the work plan are met, develop mitigation plans to reduce risks and take actions to remedy any deviation from the targets and work plans;
• To take full responsibility for the performance of the Secretariat;
• To prepare periodic reports concerning the activities of all Ministries and stakeholders during the transition period;
• To prepare an end of assignment report detailing the status of the following:
1. Achievements made and outstanding actions and challenges;
2. Legal Framework that regulates TVET
3. TVET Council Strategic Plan
4. An Institutional Framework for TVET delivery;
5. TVET Financing Framework;
6. Succession plan and HR Strategy for TVET delivery;
7. TVET M&E System
8. TVET Qualifications Framework; and
9. Any other relevant information for sustainability of TVET Reforms.
• To perform any other related responsibility as may be assigned by the Permanent Secretary or delegated supervisor.

Qualifications, Skills and Experience:
• Hons. Bachelors Degree in any TVET related area.
• Master’s degree in any Tl/ET related area.
• Minimum of ten (10) years of work experience in the TVET sub-sector with at least five (5) years of proven experience of having led TVET reforms or worked with any TVET organization in Uganda or in Africa.
• Good knowledge and understanding of TVET and skills development from the perspective of demand for skills, supply of skills or financing of skills development.
• Proven track record of professional integrity. Solid organizational skills with the ability to effectively prioritize activities, work with minimum supervision and meet project deadlines.
• Functional knowledge of the relevant ICT and computer applications, including inter alia MSWord, MS Excel and MS Powerpoint.
• Excellent interpersonal skills.
• Excellent communication skills, including oral and presentation in English
• Research and report writing skills.
