Job Description
The Uganda Protestant Medical Bureau (UPMB), a leading Christian organization coordinating 302 Member Health facilities all over Uganda is implementing a five-year Local Service Delivery (HIV/AIDS) Activity supported by USAID to be implemented in three USAID regions of Uganda (Gulu, Mbarara, Jinja). The project will support private not-for-profit (PNFP) sites to address gaps through optimization of high yielding HIV Testing and Counseling Services approaches, improved retention and viral suppression, provision of HIV/TB care and treatment, scale up services to reach men and key populations, strengthen the PNFP institutional capacity and quality for sustainable service delivery and contribute to Uganda’s efforts in reaching and maintaining epidemic control.

JOB TILE: Finance Management Specialist
Reports to: Director Finance and Administration
Duty Station: Kampala .
Job Purpose
The position will Support the Director, Financial and Administration to monitor cost effectiveness through developing timely financial reports and instituting strong accounting systems. The staff shall support development of finance policies/manuals, plans and preparation of budgets and financial reports and monitoring of project expenses.
Duties:
• Review and monitor proper financial systems, policies and procedures with clear internal controls in line with UPMB policies and donor requirements.
• Provide financial management support to project teams on project preparation, including assessment of the adequacy of project finance management capacity and arrangement such as planning and budgeting, internal controls, funds flow, accounting and financial reporting, etc.
• Compile program and administrative financial budgets for submission to the Director Finance and Administration, and monitor all financial transfers between partners and different accounts in line with financial guidelines.
• Support the Director, Finance and Administration in analysis of project incomes, expenditures and identify funding gaps, and propose corrective measures for financial sustainability
• Keep custody of all records and assets of the organization in accordance with statutory requirements guidelines and policies.
• Develop, implement and control UPMB annual budgeting process in line with donor requirements.
• Plan, prepare coordinate and implements all external audit activities and recommendations for UPMB in line with GAAP.
• Plan, carry out and monitor capacity building for implementing partners and CSO in Finance management and accounting.
• Provide Financial Management support to project teams during project supervision to assist project team leaders’ review of performance.
• Review and make input into the project financial statements and audit reports received
• Prepare Financial Management inputs to the project documents and review FM-related sections in financing agreements.
• Support procurement specialist and finance officers to address policy matters.
• Undertake other activities as appropriate and as requested.
Minimum Qualifications, Skills and Experience
• An MBA/finance, and a University degree in Commerce, Finance, accounting Business studies or other related field
• Accounting or professional qualification in accounting e.g. ACCA, CPA
• At least 5 years’ experience in managing accounts of a large organization
• Knowledge in USAID funding guidelines
• Familiarity with NGO sector as well as experience in handling large funds from donors.
• Proven computer competence with ability to use spread sheets and accounting software package
• Professional integrity and sound knowledge of FM and anti-corruption matters.
• Familiar with Generally Accepted Accounting Standards and framework.
• Excellent interpersonal skills
• Well-developed analytical skills
• Able to supervise others effectively
• Demonstrated management, team building and strategic planning skills.
• Strong critical thinking and problem-solving skills.
• Strong teamwork ethics and collaborative skills.
• Excellent oral and written communication skills in English.
• Self-starter requiring minimal supervision
