Project Description

The goal of the five-year, USAID-funded Integrated Child and Youth Development (ICYD) Activity is for Ugandan children and youth, especially the most vulnerable, to receive the support and services necessary to lead resilient, healthy, and productive lives. The ICYD Activity is expected to achieve the following:

  1. Children and youth have improved learning outcomes;
  2. Children and youth are safe and healthy in their community and learning environments; and
  3. Youth practice positive behaviors and are able to make informed decisions about their lives and relationships.

This Activity will address the mutually reinforcing relationship between improving learning outcomes and improving wellbeing and employ a comprehensive approach that merges PEPFAR/OVC’s strengths in acute vulnerability stabilization with education’s broad protective effects.

Job Description

The Materials Development Manager will manage development and production of EGR and School Related Gender-based Violence (SRGBV) teaching, learning, and coaching/supervision materials and community engagement resources, in collaboration with the ICYD EGR technical team and EDC home office technical advisors. The Materials Development Manager reports to the Senior Technical Advisor-Education and supervises the Print Materials Specialist and Digital Materials Specialist. This is a full-time position based in Kampala, Uganda.

Essential functions include, but are not limited to the following:

  • Manage the development of print and digitized materials for classroom-based early grade reading instruction and SRGBV support, formative reading assessments, pre-service teacher training in EGR, and home and community-supported EGR practice and SRGBV resources, including teacher guides, student learning materials, reading assessments, volunteer manuals, and supplemental EGR and SRGBV resources in audio or video formats;
  • Oversee the technical aspects of materials production, providing quality assurance for design, compilation, printing, and audio/video production as appropriate;
  • Coordinate with EDC home office team to ensure that all products meet EDC’s standards for resource format and content and for electronic publishing; are compliant with copyright and intellectual property protections; and are archived per EDC policies;
  • Coordinate with ICYD and EDC home office procurement staff to ensure the cost-effective and efficient printing/production and distribution of all project materials, per EDC policies;
  • Participate in the selection of local consultant illustrators, voice talent, musicians, and other production personnel as needed, per EDC procurement and HR policies;
  • Create and maintain an inventory of EGR and SRGBV materials for Uganda to ensure that ICYD complements and builds on resources already developed under partner projects and MoES;
  • Work with and through the MoES (National Curriculum Development Centre (NCDC) and its associated organs, such as the Language Writing Panels and Local Language Boards (LLBs); Kyambogo University, etc.] on the revision of existing materials and the development of new resources, ensuring that all materials align with MoES and other relevant Ministries’ curricula and policies;
  • Work with home office technical advisors to research and determine appropriate digital formats for EGR and SRGBV teaching and learning materials;
  • Participate in relevant training and professional development activities led by the home office team;
  • Efficiently supervise the ICYD materials development team and provide guidance on their work;
  • Serve as a resource person for the design of trainings on the developed materials; observe and give feedback on professional development/training sessions using new materials; and collaborate on improvements to training design to enhance effectiveness of materials;
  • Contribute to the design and implementation of the project’s learning agenda and actively participate in Collaborating, Learning, and Adapting (CLA) processes in place within the project;
  • Assist the M&E team as needed;
  • Other tasks as required.

Qualifications

Education:

  • Bachelor’s degree and 8 or more years of experience in developing or revising educator professional development materials and student learning resources, with a focus on early grade reading or SRGBV materials preferred.

Skills and Experience:

  • Experience in developing active and experiential learning resources, with experience in either English and Local Language EGR materials development or SRGBV materials development strongly preferred;
  • Desktop publishing experience required; experience with InDesign graphic design software strongly preferred;
  • Experience with the design or production of audio and video resources for education preferred;
  • Experience supervising a team of staff;
  • Experience with USAID-funded projects preferred;
  • Ability to build effective relationships with clients, peers, and stakeholders (including MoES officials);
  • Ability to work hands-on, independently, and within a team in a complex and sometimes challenging work environment;
  • Willingness to frequently travel to Ugandan Zones covered by the project.
