Job Description


Mandate of the Tribunal the Public Procurement and Disposal of Public Assets Appeals Tribunal (the Tribunal) is a quasi-judicial body established by the Public Procurement and Disposal of Public Assets Act, 2003, as amended. The Tribunal commenced its work in July 2014 and its main function is to hear appeals from bidders who are aggrieved or dissatisfied with the decisions of the Public Procurement and Disposal of Public Assets Authority (Authority).The Tribunal also hears applications made by procuring and disposing entities and persons who allege that a decision by the Authority has adversely affected their rights. The Tribunal is required by law to issue its decision within a period of not more than ten working days after receiving an application for review. In this regard, speed and timeliness are key principles for effective delivery of its services. The Tribunal is seeking to fill the following position:
SENIOR LEGAL OFFICER (REF: PAT/JB/0003)
The Senior Legal Officer reports to the Registrar and shall be responsible for providing legal services to the Tribunal and contribute to the efficient discharge of the Tribunal’s mandate. .

Duties and Key Responsibilities:
Carry out research on procurement laws, matters of procedures and other laws;
• Liaise and follow-up with the office of the Solicitor General on all legal and constitutional matters;
• Carry out research on authorities cited in the Tribunal proceedings;
• Assist in the creation and maintenance of the Tribunal legal Library;
• Prepare periodic compendium of Tribunal cases and other Tribunal publications; Spearhead the monitoring of Parliamentary/legislative changes and its effects on the Tribunal’s activities and advise accordingly;
• Prepare legal briefs for the Registrar, Management and the Tribunal;
• Perform any other relevant duties assigned from time to time.

• Excellent legal drafting skills;

• Self-driven and results oriented;
• Excellent analytical skills;
• Proficiency in computer knowledge.

Job Qualifications:
• An Honors Degree in law from a recognised University;
• A Post Graduate Diploma in legal practice from Law Development Centre or from an equivalent recognised institution;
• Must be an advocate of the High Court of Uganda;
• Qualification or training in procurement is an added advantage.
• A minimum experience of at least 6 years of legal practice in a reputable Institution or law firm.
• Working knowledge of public administration and management, contract management and procurement
• related field will be an added advantage.
