John Snow, Inc. (JSI), a leader in the field of international public health, ls currently recruiting for a Quality Improvement Adviser for the USAID-Regional Health integration to Enhance Services-North, Lango {USAID-RHITES-N, Lango} Project. USAID-RHITES-N, Lango will improve the use of integrated health services in Northern Uganda’s Lango region and strengthen the health system to sustain gains made by earlier projects. USAID-RHiTE5—N, tango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally-driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence based interventions at the national, sub-regional, district, and community levels. interventions will include VMMC, virtual elimination of mother-to- child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized. with a priority on hard-to-reach and high-HIV- prevalence locations.
RHITES-N, Lango is a five-year contract which started in February 2013 and will end in February 2023. The JSI team includes Amref Health Africa. Doctors with Africa CUAMM, Another Option, and Medical Concierge Group.
Job Title: Quality Improvement Advisor
Report to: Deputy Chief of Party

Purpose of the Job:
The Quality Improvement (CU) Advisor will work as a key member of the Technical and Strategic Information teams and provide leadership and coordination in the rollout of RHITES-N, Lango QI Approach {POA} including the improvement of quality of service delivery across integrated health areas, including HIV, TB, RMNCH and FP. The QI Advisor will provide technical and operational support to all technical teams, ST members and MOH counterparts, including those organized in QI Teams at district levels. Reporting to the Deputy Chief of Party (Technical), the Quality Improvement Adviser will closely work with the RHITES-N, Lango implementation team to support health facility district teams to effectively plan for integration of Quality Improvement activities across all thematic areas and at all levels of project activities.
S/he will support the technical team to effectively design, implement. document and report about Quality improvement activities, in accordance with the Health Sector Quality Improvement framework and strategic plan (2015/16- 2019/20). S/he will also work with USAIIJ, the Ministry of Health {MoH] and relevant stakeholders to improve the quality of health care services in the Lango region.

Specific Tasks
• Provide technical leadership, assistance and capacity building for institutionalizing the use of QI methods across the project’s thematic areas and levels to improve service delivery and client outcomes through training, on-site coaching and support supervision.
• Provide technical oversight for strengthening the functionality of QI teams at all levels in accordance with the Health Sector QI Framework and strategic plan.
• Support the project and district I facility teams to design, implement, monitor and document the results from improvement interventions for the different thematic areas.
• Support facility teams in the collection. storage, analysis, use and reporting of data that is generated from various improvement projects that the teams design and implement
• Support the project, districts and facilities to report Qi work to MOH Quality Assurance Department at regular intervals.
• Support the project, districts and facilities to report QI work to MOH Quality Assurance Department at regular intervals.
• Identify and appropriately address QI capacity building needs at project, Regional, District, Health facility and community levels.
• Work with the Monitoring, Evaluation and Learning teams to develop and manage the QI database for the different improvement collaborative.
• Assist the project team members and service provider teams in synthesizing QI results, documenting, managing and disseminating results of their QI work through various mechanisms, including but not limited to publications, blogs, learning sessions and harvest meetings. He/ she will lead the documentation and dissemination of QI related activities, progresses. successes, lessons learned and best practices Coordinate bi-annual health facility performance assessments and client satisfaction surveys using the MOH and U56 tools; and utilization of findings for improvement
• Support the integration of use of USAID SIMS and Family Health quality assessment tools; follow up on the utilization of the findings, implementation of improvement interventions, scale up of best practices and reporting on quarterly basis
• Develop, implement and track annual, quarterly and monthly Qi activity work plans and budgets, working closely with the supervisor and other team members.
• Develop simple Root Cause analysis {RCA} tools and other patient level data audit tools working closely with technical area lead and CUR manager to facilitate quick data collection and analysis to inform interventions, track and monitor changes being tested for improvement
• Coordinate the design, implementation, monitoring and documentation of GI activities /strategies
• Participate in “short loop learning“ for implementation science/OR studies
• Prepare Periodic program reports, as may be required.
• Perform any other duties assigned by the Supervisor

Qualifications and experience:
The ideal candidate for this position is a person having solid experience in leading improvement at organizational level through working across multi-departmental and multi- disciplinary teams. In addition
• strong people, communication, information technology, project management, data analysis, informatics, evaluation and presentation skills are imperative.
• Bachelor’s Degree in Medicine and a Master’s Degree in Public Health, or a related discipline
• At least 3- 5 years’ experience in implementing Quality Improvement collaborative; providing technical assistance to project, District and facility—based Quality Improvement teams.
• Demonstrable knowledge and skills in implementation of QI interventions in the context of developing countries, and management of (data and databases
• At least 3 years ‘work experience in integrated health programming gained through serving within a government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level.
• Proven ability to conceptualize, innovate and execute ideas, as well as transfer knowledge and skills to front-line service providers. specifically in the area of QI
• Experience with USAID and donor project is highly desirable
