Project Background
The purpose of the USAID Learning Activity (ULA) is to further strengthen USAID/Uganda performance and improve the performance of its implementing partners, with a focus on collabo-rating, learning and adapting, in order to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development. The ULA will achieve this through three objectives:
• Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning and resources; and deepens local ownership.
• Learning: Systematic learning, through applied research, monitoring and evaluation, informs and improves the relevance, quality and cost- effectiveness of programs and operations
• Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes.

Position Background
The Accountability and Risk Management Support Services (ARMSS) initiative supports USAID/Uganda efforts to strengthen the accountability and risk management of its development assistance activities in Uganda. ARMSS works with USAID/Uganda funded activities to monitor their work, manage risk, and build their capacity. Broad ranging support will be provided in the areas of third-party monitoring, risk management and capacity-building for both USAID/Uganda IPs and local accounting and consulting firms to effectively provide capacity building to local entities using a training of trainers model. ARMSS will support several IPs transitioning from being a subrecipient of USAID funding to receiving direct USAID funding. This work is in line with USAID’s goal to support countries on their Journey to Self-Reliance, and PEPFAR’s ambitious initiative to direct 70% of its funding to host country governments or organizations by the end of December 2020, as well as all other USAID/Uganda activities.

This role is responsible for overseeing subcontractor performance on the ARMSS initiative. QED anticipates awarding one or more indefinite delivery indefinite quantity subcontracts with firm-fixed-price or time and materials task orders to implement ARMSS. The Accountability and Risk Manager will liaise with the USAID/Uganda Mission and various IPs and stakeholders in Uganda. The role reports to the Senior Accountability and Risk Manager and will engage with the QED Group Home Office project management team on contractual and financial matters.

Responsibilities
• Serve as advisor to the subcontractor(s) on all issues of compliance to USG rules and regulations by IPs in the USAID/Uganda portfolio
• Maintain good working relationships with USAID, subcontractors, and other stakeholders to support the smooth running of task orders under ARMSS
• Provide extensive review and quality control of third-party monitoring tools and deliverables provided by ARMSS subcontractors
• Oversee subcontractors performing assessments, surveys and follow-up of IPs using USAID’s Public Financial Management Risk Assessment Framework
• Oversee subcontractors providing capacity-building for IPs and local accounting and consulting firms on compliance, budget planning, financial management, procurement systems, warehousing and logistics, human resources management, information technology, control monitoring systems, and other services
• Coordinate with the USAID/Uganda Office of Financial Management and other stakeholders to manage task orders, communicate progress, and share findings
• Manage processes for collecting lessons from subcontractors, USAID and other stakeholders to feed into regular ULA reporting to USAID/Uganda
• Provide support and technical contributions to the ULA work planning process and ensure all ARMSS activities are well captured
• Maintain a good record of all ARMSS Task orders and provide regular updates to stakeholders on how implementation is going
• Potentially travel throughout Uganda to fulfill the initiative’s monitoring and training requirements and liaise with stakeholders as needed

Qualifications
• Minimum 8-10 years of relevant experience in oversight, reporting, performance management, compliance and audits on USAID-funded contracts
• Minimum 8-10 years of experience drafting, awarding and managing large USAID-funded subcontracts, with fluency in USAID regulations and policy (FAR, AIDAR, ADS, etc.) and various contracting mechanisms (CPFF, FFP, IDIQ, T&M)
• Experience managing third-party monitoring, risk management and capacity-building related services
• Good understanding of USAID programming and related processes, tools and systems around the program cycle
• Excellent written and verbal communication skills
• Working level proficiency in Microsoft Office suite
• Post Graduate qualification in Social Sciences, Public Administration, Business Administration, Accounting or Finance preferred
