Job Description
The Planning, Evaluation & Learning (PEAL) department at RTV is responsible for program data collection and management, project planning and designing, impact evaluation, as well as development of monitoring, analytics and reporting tools. The team comprises of Data Management, Planning & Designing, and Evaluation & Learning units.
The Reporting and Documentation officer is part of the PEAL team and works closely with the Data Management Unit while taking the lead on documentation of the PEAL business processes, guiding manuals and job aids, templates review and development. The role spearheads project performance reporting & dissemination, and e-files management processes, as well as facilitates learning and exchange of information across the units and departments. The incumbent also supports overall business process documentation and reporting procedures within the organization, including development and management of data collection tools, report sharing and e-storage – ensuring lessons and findings from past and ongoing projects/programs are well documented and referenced towards improvement of RTV methodology.

Roles and Responsibilities
Documentation and Reporting (70%)
● Collaborate with the PEAL team to design appropriate data collection and aggregation tools, with clear review and update plans for data quality improvement, data validity, reliability and accuracy to implement a design-build-test approach
● Maintain accurate database by monitoring and reviewing regular sources of information.
● Ensure proper documentation of the RTV business processes, procedures and guides with required infographics.
● Support in preparation of quarterly and annual progress reports and other reporting requirements.
● Train users on report writing and presentation using different software.
● Work closely with the PEAL team to ensure that the project documentation and reports are compiled and disseminated within the appropriate time frame.
● Ensure availability of information through reports that are detailed and precise for critical decision making.
● Responsible for storage of data – ensuring that relevant reports are stored in appropriate files and folders.
● Implement and monitor compliance to our privacy and security protocols.
Other Responsibilities (30%)
● Support the implementation and improvement of monitoring and evaluation tools and frameworks
● Support the Evaluation & Planning units and other organization units to achieve programmatic objectives.
● Support PEAL team in preparing concept notes and other project related documentation.
● Other essential duties as required by management.

Requirements
Qualifications & Experience
● University degree in Social Sciences, Project Planning and Management, Statistics, Economics, Development Studies Computer Science, Information Technology or related field
● Post graduate certificate in monitoring and evaluation or related field of work is an added advantage.
● At least 3 years of experience in reporting and documentation about NGO work including but not limited to standard data collection processes and protocols, livelihood activities among others.
● Experience in strategic planning and tracking of documentation and reporting processes and techniques.
● Past experience with document auditing and publication, and audio-visual material preparation in relation to the development field is an added advantage.

Skills & Qualities
● Demonstrated knowledge in content management.
● Demonstrated knowledge and understanding of the application of Theories of Change (TOC), results/logical frameworks, and the development/implementation of learning agenda.
● Ability to apply M&E process-based tools including participatory monitoring and evaluation, gender analysis frameworks, feasibility studies, data quality assurance and reporting.
● IT skills, including experience with MS Excel, MS Access, Tableau. Knowledge in electronic document management systems will be an advantage.
● Team player, with the ability to be self-driven
● Strong analytical and problem-solving skills
● Outstanding interpersonal, written and verbal communication skills. Fluency in a local language in our areas of operation will be an advantage.
● Demonstrated leadership, versatility, and integrity with a commitment to inclusivity.
● Flexibility to work effectively with changing priorities and competing deadlines.
