Job Description
The Water Trust empowers rural communities in Uganda to reduce preventable death and debilitating disease by enabling access to safe water and a healthy, clean environment. Since 2008, The Water Trust has partnered with more than 900 communities in Masindi and Kiryandongo, benefitting more than 300,000 people. The Water Trust aims to increase the scale of its operations and pioneer new approaches to increasing the impact and sustainability of water, sanitation, and hygiene programs. In 2017, The Water Trust developed a novel approach to improving water sustainability by forming self-help groups in water point catchments, and leveraging these groups to mobilize funds for well repairs and provide a community platform for hygiene and sanitation promotion. Today The Water Trust has trained more than 900 self-help groups in western Uganda and plans to scale this approach to reach one million people by 2024 through direct implementation and partnerships. This position plays a lead role in our work expanding access to water.
Position Summary
The WASH Construction Supervisor primary responsibilities are overseeing the planning, design and construction supervision of water and sanitation infrastructure to high quality and timeliness standards. These oversight responsibilities encompass infrastructure design, technical assessments, procurement, and construction. Core responsibilities also include overseeing the organization’s water point functionality and quality monitoring for more than 500 water points, maintaining an up-to-date database of water points across two districts, and leading or supporting capacity-building workshops with local entrepreneurs on water, sanitation, and hygiene products and services.
Additional responsibilities may include the user-centered design of water, sanitation, and hygiene facilities, as well as supporting district staff to develop and implement effective operations and maintenance plans for district-wide infrastructure. Growth opportunities are available for high-performing staff in this position to participate in social programming and operational management. She or he will report to the Program Manager and will oversee and support the technical work of a WASH Technical Assistant. Significant field travel to oversee construction across the districts is expected with 60 to 100 boreholes expected to be drilled or rehabilitated per year.
The ideal candidate will have excellent project management skills and demonstrated expertise in technical quality assurance. She or he will have at least three years’ experience managing projects with an international NGO supervising the construction or rehabilitation of more than 200 water points.
Major Functions and Responsibilities
• Implement technical quality standards that ensure the efficiency and quality of the construction process for borehole drilling and rehabilitations. Validate technical designs, technical contracts, bill of quantities, and construction works.
• In coordination with logistics, ensure a supply chain of all necessary goods and services needed for construction and maintenance.
• Identify the gaps and develop the skills of the technical team and key stakeholders (e.g., contractors, local hand pump mechanics) to enable program delivery at quality standards.
• Monthly reports on program delivery progress and quality, including outcomes that meet organization reporting needs, including donor reports, photos, and other documentation.
• Maintain an updated database of water and sanitation infrastructure and their status across the district, collaborating with district counterparts, partners and TWT staff.
• Plan and oversee water point functionality and quality monitoring for 500+ sites, ensuring all issues are clearly identified and action plans proposed.
• In collaboration with finance and operation departments, manage technical budget and expenditure.
• Ensure adherence to TWT’s organizational procedures and policies.
• Perform capacity-building workshops with local artisans and entrepreneurs (such as hand pump mechanic training or artisan training for sanitation products.)
• Liaise with government authorities, partners and community members at all levels to ensure that TWT delivers its program in agreed locations, avoids duplication and ensures that the image of the organization in the community remains respectful, and the program is running smoothly.
Qualifications and Characteristics
Essential
• University degree or professional qualification in Civil, Structural, or Environmental Health Engineering or Environmental Engineering.
• At least two to three years of demonstrated technical project management experience with an international NGO, including supervising 200 or more borehole water points.
• Strong skills in managing and motivating contractors and direct reports, creating clear work plans, and ensuring the team reliably and proactively produces and communicates results.
• Experience contributing to funding proposals, budgets, logical frameworks, etc.
• Experiencing developing and managing Bills of Quantities and construction contracts.
• Experience in working in rural settings.
• Good team management, coordination and communication skills.
• Project management (including budget and operations) and site management experience.
• Line management experience with ability to develop, coach and motivate a high-performance team.
• Ability to think quickly to respond to immediate requests.
• Ability to take initiative where appropriate to deal with difficulties encountered in daily work and ability to work within tight deadlines.
• A pro-active person who is able to work independently with minimum supervision.
• Strong interpersonal skills and building professional relationships with colleagues and stakeholders. Good team-player.
• Flexibility to adapt, positive attitude towards change, and a constructive and creative approach to problem solving.
• Strong oral and written English communication skills.
• Computer literacy skills with proficiency in MS Word and Excel.
• Must possess a valid riding permit and be capable of independently and safely riding a motorbike.
• Comfortable traveling across rural communities by motorbike for four to five days each week with work in communities for the majority of those days.
• Ability to speak local languages in the project area (Swahili, Runyoro, Luo, Iteso, Lugbara, Lugisu).
Desirable

• Willingness to travel to Masindi and Kampala.
