Personnel & Recruiting Manager
Location: Kampala, Uganda however can be mobilized to Lake Albert area, other construction sites or other cities as required.
Primary function: Overall management of the personnel and recruiting activities in the Company.
Responsibilities:
• Prepare annual recruitment plans, reports and budgets for the department.
• Design, review and update of COMPANY Organization Chart in line with operational needs.
• Design welfare strategies and activities to improve productivity, engagement and reduce negative turnover and turnover intention.
• Design orientation programs that ensure effective onboarding and induction is undertaken in a way that immediately engages and supports new staff.
• Lead on development and planning in relation to longer recruitment strategies, workforce planning and resourcing solutions based on best practices.
• Participate in recruitment of Managers and Expatriates.
• Develop and maintain strong networks of contacts with external HR professionals and Stakeholders.
• Design and update the recruitment plan and criteria, optimize personnel structure and supervise the recruitment process.
• Interpret and explain human resources policies, procedures, laws, standards, or regulations.
• Manage the hiring and deployment of employees and processing of hiring-related paperwork.
• Design and update HR Policies such as staff handbook and other employee guidelines in line

• Design and update HR Policies such as staff handbook and other employee guidelines in line with employment regulations and best practice.
• Design Job descriptions/ person specifications for roles and make recommendations in support of improved recruitment opportunities.
• Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws.
• Prepare or maintain employment records related to events, such as hiring, termination, leaves, transfers, or promotions, using human resources management system software.
• Oversee HR Service Contractors such recruitment & outsourcing agencies, develop a preferred supplier lists and monitor expenditure to maximize return.
• Be responsible for making recruitment plans for new graduates in different disciplines to meet the requirement of future production.
• Address employee relations issues, such as harassment allegations, work complaints, or other employee concerns.
• Other duties assigned by superior.
Requirements:
• Bachelor’s degree in Human resources management, labor economics, psychology, or the related.
• At least 10-year related working experience, including 5-year experience in Oil & Gas industry.
Knowledge:
• Extensive knowledge HR management and practice.
• Extensive knowledge of ER & Recruitment management.
• Knowledge of laws and regulations governing employment.
• Knowledge of HRMS.
• Understanding of Oil E&P
