Job Description


USAID Advancing Nutrition is the Agency’s flagship nutrition project, led by JSI Research & Training Institute, Inc. (JSI), and a diverse group of experienced partners. Launched in September 2018, USAID Advancing Nutrition implements and provides technical support to nutrition interventions across sectors and disciplines for USAID and its partners. The project’s multi-sectoral approach draws together global nutrition experience to design, implement and evaluate programs that address the root causes of malnutrition. Committed to using a systems approach, USAID Advancing Nutrition strives to sustain positive outcomes by building local capacity, supporting behavior change and strengthening the enabling environment to save lives, improve health, build resilience, increase economic productivity and advance development. The USAID Mission in Uganda provided USAID Advancing Nutrition with a scope of work (SOW) to begin programming in Uganda with a June 2021 to June 2023 performance period. The overall purpose is to support the Government of Uganda to reduce micronutrient deficiencies by improving the quality of diet through strengthening compliance to food fortification standards, enforcement, and monitoring. USAID Advancing Nutrition will engage stakeholders such as the National Working Group on Food Fortification, Private Sector Foundation of Uganda, civil society, regulatory agencies like the Uganda
National Bureau of Standards, the Ministry of Health, Uganda Bureau of Statistics, and the Ministry of Trade, Industry, and Cooperatives to implement and support actions to strengthen food fortification for public health impact.
There are three key objectives:
1. Increase the capacity of the public sector to enforce and the private sector to comply with food fortification standards and regulations.
2. Strengthen partnerships and stakeholder coordination to support innovations in food fortification.
3. Strengthen social accountability approaches to promote and monitor coverage and consumption of fortified food.
Summary
The Finance and Operations (F&0) Manager oversees all aspects of day-to-day implementation of financial and operational processes governing USAID Advancing Nutrition program in Uganda. They will play an essential role in successfully, executing and maintaining effective and accountable processes and procedures. The F&O Manager will collaborate closely with technical advisors across the project and with members of the F&O team in the U.S. office. The ideal candidate will have experience overseeing all financial, operational, and contractual aspects of USAID funded projects and experience in startup/close-out activities. The F&O Manager will report to the Chief of Party and oversee a local finance & operations staff. This position is expected to be based in Kampala, Uganda. Qualified local candidates are preferred, and salary will be commensurate with experience. The expected salary range is equivalent to FSN-Level 10 (101,498,750 – 152,234,620 Ugandan Shillings).

Responsibilities:
The F&O Manager will be an experienced manager who:
• Oversees all financial, administrative, security, travel, transportation, information technology, communication, procurement, human resources, office operations, and equipment for USAID Advancing Nutrition. Provides the Chief of Party with financial and operational guidance to support the efficient and compliant implementation of project activities.
• Supervises the finance and operations team.
• Leads the development, tracking, analysis, and revision of annual budgets, uses sound business judgment in assuring reasonable and necessary spending for successful implementation. Creates, implements, and monitors financial processes to ensure that field expenses meet generally accepted accounting principles, JSI policy, and USAID rules and regulations.
• Facilitate CMA investor and issuer awareness and educational activities;
• Liaise with line departments to develop press briefs, organize press conferences and events that provide information to the general public and CMA’s key stakeholders;
• Communicate CMA’s activities, events and achievements publicly:
• Responsible for the Authority’s web-site in collaboration with the Information Technology Officer.

Person Specification Education & Training
• A Post-Graduate qualification (Masters’ degree preferred) in Business / Public Administration, Communications, Marketing or other related field.
• A Bachelor’s (Honors) degree Skills & Experience
• A minimum of Six (6) years’ work experience of which three (3) should have been in a managerial role in a reputable organization. post-qualification work experience in a media, public affairs, or public relations role Must have led a team of communications / media professionals.
