About Us;
The Capital Markets Authority (CMA) is a statutory body, established in 1996 by the Capital Markets Authority Act (Cap 84) as amended, to promote, develop and regulate the capital markets industry. CMA is governed by a Board of Directors appointed by the Minister of Finance, Planning and Economic Development.
The CMA is mandated by law to:
• Approve prospectuses and other offering documents under which securities are offered to the public.
• Develop the capital markets through removal of impediments and the creation of incentives for longer term investments in productive enterprises.
• Create, maintain and regulate a market in which securities can be issued and traded in an
orderly, fair and efficient manner.
• Cooperate with, any foreign regulatory authority in the performance of its duties;
• Implement regional and international standards and best practice in securities markets, securities regulation and supervision.
• Protect investors; and
• Operate an investor compensation fund.
The work of the CMA is also governed by the Securities Central Depositories Act, 2009 and the
Collective Investment Schemes Act, 2003.
To deliver on its mandate efficiently and effectively, CMA is seeking to hire qualified and self- motivated individuals to fill the following position on Contract basis:
Job Title: Planning & Budgeting Officer
Reports To: Planning & Budgeting Manage
Job Purpose To assist the planning function of the Authority, including development and implementation of the Authority Strategy
Responsibilities /Key Deliverables
1. Assist in the formulation of the Authority’s strategic plan and ensure alignment with best practices and international standards, sector and Government policies, strategies and priorities;
2. Assist in coordinating preparing, organising and implementation of annual Authority workplans and ensure alignment with the Authority strategic plan;
3. Liaise with the Finance unit to support the preparation of the annual corporate workplan and budget;
4. Assist in the preparation of the Authority’s quarterly reports and the annual performance report on the implementation of the workplan;
5. Provide cross department advice and support in the development of monitoring plans;
6. Contribute to department(s) meetings to support determination of how they can achieve the strategic planning outcomes;
7. Ensure monitoring guidelines and standards are met;
8. Keep track of the challenges and issues raised through monitoring reports.
Person Specification
Education & Training
A relevant Bachelor’s degree (with honors) from a recognized institution. A bias in either Economics, Statistics, Business / Public Administration, or Finance will be an advantage.
Skills & Experience
At least three (3) years’ relevant experience in results based management, budgeting, logical framework approach, and strategic planning processes in a reputable institution.
