Currently operating in Uganda, RTV’s programs address multi-dimensional poverty in remote farming communities with a holistic program model that eliminates immediate barriers of scarcity, nurtures income-generation activities, and builds capacity to empower communities to break the cycle of ultra-poverty and move towards economic growth and resilience. Role Summary
Raising The Village (RTV) is a fast-growing organization, with an increasing need for a robust Human Resource Department ready to provide effective support in ensuring that we have the right systems, processes, people, and employee experience to enable us to achieve our mission. We are looking for a Human Resource Manager as the leader who can take our Human Resource department to the next level. The Human Resources Manager will provide leadership related to all Human Resources activities across Raising The Village, Uganda operations, and ensure the effective operation of the Human Resources department in alignment with the organization’s mission, vision, values and strategic priorities. The HR Manager is a strategic thinker with strong cross-functional communications and decision-making skills, and possesses an in-depth understanding of Ugandan labor laws. The person in this role will lead a team of HR Officers and Senior Officers and will lead all work related to human resource planning, talent acquisition, recruitment, onboarding, training, personnel management, and introducing human resource processes and solutions to support the organization’s growth.

Main Duties and Responsibilities
Leadership, Organizational Development & Compliance
• Provide strategic leadership, develop human resource strategy and workplan, and contribute to all processes that lead to enhanced organizational development and leadership in all offices in Uganda (various districts).
• Develop and implement recruitment framework, strategy, procedures, and guidelines to attract, develop, and retain talent that meets each department’s goals.
• Develop annual recruitment plans and budgets as part of the annual Human Resource work plan
• Review and develop effective Human Resource policies in alignment with local labour laws and the organization’s values, and ensure compliance across the board.
• Develop new processes and procedures to continually improve the efficiency of the HR department and organization as a whole, and to improve the employee experience
• Responsible for staff engagement and internal communications
• Foster a strong organizational culture that supports equity and inclusion and is aligned with our core values.
• Lead and manage the organization’s complaint procedure and conduct investigations when required.

Talent Planning, Acquisition & Onboarding
• Provide effective and integrated human resource planning support to all departments across all offices to meet the needs in a fast-changing and growing organization.
• Work with department leads to develop and improve job descriptions
• Oversee and manage our recruitment pipeline and lead the recruitment process from start to finish.
• Lead the process of onboarding staff ensuring that new employees are set up for success.

• Talent Learning & Growth
• Collaborate with departments and district offices to develop and implement staff training and development plans
• Lead capacity development planning and implement initiatives for the Leadership and Human Resource teams.
• Provide ongoing mentorship and coaching to direct reports.

• Performance Evaluation
• Lead performance evaluation procedures, templates, and training materials.
• Work with other departments to ensure follow up on performance evaluations including development and monitoring of Performance Improvement Plans
• Provide performance-related training/coaching

Data management and Human Resource Information Systems
• Implement and maintain an integrated Human Resource Information System (HRIS)
• Collect, review, and analyze key human resource metrics to inform business strategy
• Conduct research and analyze best practices for benchmarking
• Ensure maintenance of up-to-date employee files and records with proper data organization and privacy and confidentiality considerations.

HR Administration
• Manage the employee benefits programs including medical insurance, GPA, Tuition Assistance, Relocation Support.
• Manage the HR departmental budget
• Manage any HR-related external service providers, and manage staff contracts

Department Responsibilities
• Responsible for leading and managing the department for the consistent delivery of HR services across the organization.
• Develop a strong HR team and manage performance of direct reports.
• Proactively manage any employee issues.
• Any other business as assigned.

Qualifications & Experience
• Advanced degree in Human Resource Management or related field
• Additional HR-related certifications or relevant memberships will be considered an asset.
• At least 7 years’ experience in Human Resource in an International Development or Non-profit organization.
• At least 5 years’ experience in progressive senior HR Management roles, with supervisory and team management responsibilities.

Required Skills & Competencies
• Strategic thinking and leadership skills
• Must possess strong analytical skills with demonstrated expertise in database development and management.
• Advanced oral and written communications skills, and proficiency in MS Word, Excel, PowerPoint, and Google suite.
• Must have proficiency in implementing and using an HR management system.
• Commitment to equity and inclusion with a global understanding of best practices and inclusive language.
• Must be meticulous with strong attention to details
• Solid problem-solving and team management abilities.
• Experience leading recruitment, conducting market scans and managing external talent acquisition contractors.
• Demonstrated leadership skills in HR initiatives
• Strong people management, communications, planning & organization skills.
• Strong knowledge of local labour laws, and best practices in the country
• Ability to work under pressure, self-motivated, and able to set and meet deadlines.
• Ability to travel approximately 30% of time to field offices and partner villages.
