Job Description
Organizational Context
Under the overall guidance of the Head of Field Office, the Assistant Public Health Officer will support implementing and operational partner agencies health activities in Kyangwali refugee settlements. H/she plays a key role in planning, organising, implementing, monitoring and evaluation UNHCR’s public health programmes for all persons of concern in Kyangwali with occasional support to Kiryandongo refugee settlements. This will include undertaking regular field trips in order to monitor and support the implementation of health activities to refugees; monitor refugee access to health services and the impact on the national systems in different refugee settlements, ensure feedback relating to key public health data is provided by health partners, relevant UN agencies, Ministry of Health at local level; develop project activities to address identified needs. This will be done in consultation with Ministry of Health authorities, NGO partners in the health sector and through liaison with other sectors within UNHCR (WASH, protection, community services, programme, etc.) to ensure a multi-sectoral approach. This position is the main liaison with the Ministry of Health in Kyangwali which involves attending district health team meetings, refugee health coordination meeting with District Health Offices on a regular basis to ensure health services are integrated. The position also has a key role liaising with international and national health partners, donors and other UN agencies as a key member of the UNHCR Health Unit.
Functional Statement
- Undertake needs and resources assessments in coordination with Government and partners in order to prioritise needs and activities in the provision of services to refugees and other persons of concern to UNHCR.
- Liaise with UNHCR programme officers to ensure co-ordination of and the timely finalization of implementing instruments.
- Ensure that project plans or proposals submitted to UNHCR for funding adhere to internationally accepted standards, and are based on a comprehensive PHC strategy including school health programs.
- Maintain and update contingency plans for potential epidemics, refugee and returnee movements.
- Participate in the review and analysis of relevant project proposals and budgetary submissions presented by UNHCR partners within the context of the UNHCR programming cycle.
- Ensure that health, nutrition, reproductive health and HIV programmes are evidence-based and implemented in a comprehensive and cost-effective manner.
- Monitor technical and financial aspects of the programmes efficiency and effectiveness of interventions.
- Apply various mechanisms and tools to ensure proper monitoring of the programmes.
- Ensure that health, nutrition, reproductive health and HIV programme planning and implementation is streamlined, resources are optimally utilised and there is active participation of the refugees, the government, partners and UN agencies.
- Take a lead role in co-ordinating health, nutrition, reproductive health and HIV activities and ensure that decisions are implemented as agreed upon.
- Promote information sharing on all aspects related to refugee health, nutrition, reproductive health and HIV.
- Promote inter-sectorial co-ordination outside and within UNJCT in all matters related to health, nutrition, reproductive health and JIV based on standard practices and policies.
- Represent UNHCR in relevant (technical meetings which lead to operational guidance) local and international fora concerning refugee health, nutrition, reproductive health and HIV.
- Update and disseminate, within UNHCR and among partners, information materials on health, nutrition, reproductive health and HIV based on standard practices and policies.
- Provide support where health component is indicated in various program activities such as WASH, community services, protection and repatriation.
- Work closely with relevant government health departments.
- Lead the periodic technical preparation with UNHCR programme and other public health, nutrition, reproductive health and HIV projects in the refugee settlements.

Essential Minimum Qualifications and Professional Experience
- University degree in Medicine or Nursing with qualifications in Public Health or related fields or clinical background is required.
- Minimum 4 years previous working experience in the field of public health, preferably in refugee settings and/or emergency situations is required.
- Fully competent and experienced in the use of computers using a Word, Excel, Email, PowerPoint Presentations is required.
- Knowledge of English language is required.
Desirable qualifications & competencies
- Experience in public health coordination, infectious diseases/tropical medicine/community medicine/other relevant skills is desirable.
- Experience working with international organizations, (including NGO’s and UN), in the field of health, reproductive health, HIV and nutrition is desirable.
- Practical working experience in refugee settings. Experience in working in complex emergencies.
- Specialist qualifications in public health is desirable.
- Knowledge of local language is desirable
