Job Description
As of 30 September 2020, the Republic of Uganda hosts about 1,349,994 refugees from South Sudan, DR Congo, Burundi, Rwanda, Ethiopia, Somalia, Eritrea, etc. While the majority of refugees are living in border areas, some 81,483 are in urban area in Kampala.
UNHCR Uganda’s vision as articulated in the 2016-2020 Multi-year Multi Partner Protection and Solutions Strategy (MYMPSS) is to ensure that, through Uganda’s Comprehensive Refugee Response approach, refugees are protected by the Government, live in safety and dignity with host communities, and progressively attain lasting solutions. The aim is to transition into sustainable solutions and government-led actions in refugee-hosting districts.
In March 2017, the Government of Uganda (GoU) officially launched the Comprehensive Refugee Response Framework (CRRF). UNHCR focuses on aligning its strategy with the CRRF and supporting the GoU in implementing it. Uganda’s goals are also aligned with the Global Compact on Refugees (GCR) adopted in 2018, notably through the revised CRRF Road Map 2018-2020/ Uganda’s GCR National Programme of Action. The broader vision is to integrate refugees into the National Development Plans (NDP) which provides direction and priorities for development investments in Uganda.
The Assc Programme Officer will report to the Senior Programme Officer and will supervise Programme national staff. He will support the Country office in developing and implementing UNHCR Country Plan and ensure that UNHCR interventions and projects are aligned with the Uganda strategic objectives. The Assc Programme Officer will work in coordination with UNHCR sector leads and different units at the country offices and will provide support to Programme staff at sub-offices level. The incumbent will be responsible to manage a number of partnerships (PPAs) through all phases of the project cycle. .
Functional statement:
• Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
• Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
• Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
• Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
• Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
• Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
• Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
• Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
• Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes.
• Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.
Perform other related duties as required
Essential Minimum Qualifications and Experience:
• University degree in Economics, Business Administration, Social Sciences or other relevant field is required.
• Minimum 3 years previous working experience is required.
• Demonstrated experience in programme management including familiarization with the OMC and sound knowledge of Results Based-Management is required.
• Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting is required.
• Knowledge of English language is required.

Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities is desirable
