Job Description


The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Justification
• Due to the prevailing COVID-19 pandemic which has affected the country at large, the Government of Uganda (GoU) through the Global Fund (GF) has prioritized the procurement of oxygen therapy medical equipment which include oxygen cylinders, Oxygen regulators, Oxygen concentrators, oxygen plants etc.
• Procurement of such medical equipment requires fully dedicated and experienced Biomedical Engineer to plan and manage the medical equipment life cycle to completion.
• The Medical Equipment Life Cycles includes stages like; Planning, Procurement, etc. right up to Medical Equipment Disposal

Responsibilities
• Participate in conducting user-training courses
• Certify repair works for heavy plant machinery
• Supervise repair works
• Requisition for funds for the purchase of spares
• Participate in training technicians and artisans in medical equipment repair and maintenance
• Participate in the development of medical equipment policies
• Participate in the development of medical equipment maintenance standards and guidelines related to health infrastructure
• Provide routine maintenance, repair and calibration of hospital and medical equipment
• Participate in writing proposals and carrying out research on HIV, TB & Malaria management using medical technology
• Perform any other duties assigned as may be assigned from time to time

Deliverables and outputs
• Health sector infrastructure policy, standards and guidelines developed.
• Health infrastructure plans, sector budgets and annual work plans produced.
• Health infrastructure project management
• Management of the Medical Equipment life cycle
• Health infrastructure development oversight reports produced.
• Divisional plans, budgets and performance reports prepared

Minimum qualifications and experience
• Bachelor’s Degree in Biomedical Engineering or its equivalent from a recognized University or Institution.
• Knowledge of health infrastructure (medical equipment) management with at least (2) years of relevant working experience.
• 4 years of work experience
