Job Description


Under the overall responsibility and technical supervision the Project Director, the Business Development Services Specialist/Tourism (BDSS/Tourism) will head the division within the Project Management Unit responsible for promoting the development and operation of the Lead Firm Structure in the Tourism sector.
The BDSS/Tourism will take the lead in designing strategies and actions that support producers, producer organisations, SMEs and Lead Firm(s) to increase business production, productivity and therefore, profitability and returns for all participating stakeholders in the Tourism value chain.
The specific duties of the BDSS/Tourism will include: to
• Assist and support the Project Director in the conceptualization and development of interventions that will deliver the project objectives in respect of the Tourism sector that will be incorporated in the project’s overall Annual work plans;
• Oversee the implementation of work plan activities relating to the Tourism sector and coordinate interventions by individual players in the LFS to ensure smooth and timely achievement of outputs and equitable share of benefits therefrom. In this respect, closely monitor and supervise the execution of project activities ensuring in particular close working relations with and among the Lead Firm (s), SMEs and other sector players;
Maintain at all times close liaison with Government and local government officials for effective identification of policy and regulatory issues that adversely affect or are likely to affect the effective operations of the LFS and/or its results and benefits and make proposals to the Project Director for actions in mitigation;
• Lead in the design and delivery of training and mentoring activities for stakeholders participating in the Tourism sector LFS;
Support the Project Director in preparing the terms of reference to undertake any outsourced assignments relating to the Tourism sector in accordance with the approved Annual Work Plan;
• Support the Project Director in monitoring and supervision of the work of consultants, institutions, (government staff and other partners), and in facilitating meetings and, as far as possible, ensure the timely and responsive delivery of outputs and reports;
Propose to the Project Director dates, agendas, budgets and participation for national workshops and/or exchange visits, and upon approval of these plans, assist the Project Director in organising such activities;
• Maintain close contacts with partners and projects, ensuring adequate communication of activities to partners and stakeholders including Government, private sector and NGO partners, and ensure multi- stakeholder participation;
• Proactively create opportunities for and support youth trained supported by Young Africa Works in Uganda partners to ensure market linkages with firms at various levels;

DURATION, LOCATION AND NATURE OF APPOINTMENT: The appointment will be for an initial 3 years in the Project Unit, renewable and subject to a six months’ probation and performance. The BDSS/Tourism will work from the Project Unit in Kampala, but will be required to travel throughout the country in accordance with approved work plans and programmes.

QUALIFICATIONS:
The BDSS/Tourism will be recruited competitively and must have the following qualifications:
• A bachelor’s level degree or higher in economics, tourism, hospitality, business management/administration, development economics, project management, or related field;
At least 5 years’ working experience implementing development or investment projects, including in a private sector setting and demonstrated experience in BDS facilitation to beneficiaries.
• Proven analytical skills, including ability to interpret economic data; provide strategic thinking and propose practical remedies to identified problems;
• An appreciation of the workings of the Uganda economic/tourism/trade policies as well as a good understanding of private sector operations and concerns;
• Overall knowledge of the economic and market environment in which the private sector is operating, including the wider East and Central African region;
A good understanding of private sector development issues and appreciation of the role the private sector can play in economic development;
• An appreciation/understanding of the extent and effects of youth unemployment; and of the social (especially gender and youth) dimensions of development;
• Good interpersonal skills with experience in networking with different partners, including those in the private sector and a local community level;
• Experience working with or in international and donor organisations with implementation of participatory projects;
• Demonstrated written, analytical, presentation, reporting and computing skills and familiarity with modern communication systems (internet, World Wide Web, email etc.);
• Ability to work unsupervised and under tight schedules;
• Ability and readiness to work in a multicultural and multi-disciplinary environment;
• Good command of the English language.
