Job Description

The IRC has been working in Uganda since 1998 supporting Internally Displaced Persons (IDPs), refugees and various institutions in the country, notably the government, community-based organizations (CBOs), civil society organizations (CBOs) and the private sector. The current program portfolio in Uganda includes health and nutrition, support to persons with specific needs (PSNs) including case management, legal assistance to refugees, prevention and response to gender-based violence, and economic recovery and development (ERD). The IRC has a country office in Kampala and field offices in Imvepi, Kyegegwa, Lamwo, Moroto and Yumbe, as well as an urban office in Naguru within Kampala.
The IRC is implementing and boosting Urban Innovations for Livelihoods Development (RE:BUILD) program funded by IKEA Foundation for the Refugees in East Africa. The 5 years project is being implemented in Kampala and Nairobi. The IRC is the Lead Partner and is coordinating a consortium of local and international partners to deliver the program. The RE: BUILD project seeks to achieve economic self-reliance and benefit from strengthened urban economic, regulatory and social environments for urban refugees and vulnerable host residents. RE:BUILD aims to enable change at varying levels, from better access to livelihoods opportunities and inclusive services within communities to improved refugee-related policies and more targeted and effective service delivery from national, regional and global actors.
Scope of Work
The IRC is seeking for a Cash and Market Officer based in Kampala, Uganda for the RE: BUILD Project. The Livelihoods Officer will work closely with Re:Build program staff and directly under the guidance of the Senior ERD Officer in overseeing the daily implementation and management of cash activities for refugees and vulnerable host communities in selected neighbourhoods in Kampala City. The cash officer will ensure technical soundness and coherence of cash and markets activities with the Re:BUILD Strategy, donor regulations and government priorities as appropriate. He/She will coordinate all cash related activities and contribute to the design and implementation of cash-based interventions in the IRC urban program and other area of IRC operation. The officer will carry out activities including organizing and managing cash transfers, handling cash transfer issues between IRC and beneficiaries, conducting market assessments, post distribution and market price monitoring, handling complaints related to cash programming and providing relevant feedback to clients. He/she will support cash activities under other grants within the wider IRC Urban as well as support other Re:BUILD project activities.
Duties and Responsibilities
• Conduct cash transfer feasibility and market assessments
• Oversee the identification, registration, and verification of cash transfer beneficiaries.
• Support in cash transfer baseline and end post distribution monitoring surveys with support from the monitoring and evaluation team.
• Provide guidance and ensure coordination of cash transfers across the different IRC programs
• Support VSLA groups in financial literacy and other related trainings
• Ensure all cash transfer activities are implemented in accordance with IRC and donor requirements.
• Carry out mentorship to the groups and individuals supported with the grants so that the intended objectives are archived.
• Assess appropriateness of the cash transfer modalities and processes and ensure accountability and transparency in the CBI processes.
• Assist in reviewing of Standard Operating Procedures (SOPs) to identify and document impacts on underlying processes, systems, people and the organizational structure.
• Provide hands-on guidance in the engagement with bank agents, CBT PoCs and the service providers.
• Support all cash related interventions under IRC programs.
• Visit target communities on regular basis to get their perceptions and experience so as to assist in planning and development of relevant community – oriented and sustainable programs.
• Participate in preparing work-plans and progress reports (weekly, bi-weekly, monthly and quarterly) as defined by the project guidelines.
• Facilitate the identification designing and implementing of appropriate training needs for both refugees and host communities identified for our interventions.
• Participate and contribute to regular coordination meetings
• Perform any other duties assigned by the supervisor.
Qualifications
• University degree in Business, Economics, Management, Marketing or any other business related fields.
• 4 years’ experience in cash-based transfer programming including business grants, e-voucher, mobile cash, and cash for work in an emergency environment
• Practical experience in working with mobile Network operators and other mobile financial services such as Agent Banking and/or Mobile Money is required.
• Experience working in refugee settings. Working with urban refugees is will be an added advantage.
• Proficiency in using MS Office ie Word, Excel and PowerPoint
• Should be able to fluently communicate the English language ie both oral and written. Use of local languages/dialects is an added advantage.
