Job Description
Background
The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Assistant Commissioner – Health Infrastructure Department
Justification
• There are currently several Health Infrastructure projects that are being funded by the Government of Uganda (GoU) through the Global Fund that require technical input and supervision from an experienced Civil Engineer
• Case in point is the ongoing incinerator project which requires incinerator housing as well as the ongoing procurement of oxygen plants by the Global Fund which also requires Oxygen Plants housing.
• These projects hence require an experienced and dedicated Civil Engineer to timely execute, manage and supervise
Responsibilities
• Approve works and prepare certificates for payments to the contractor
• Analyse survey reports, maps, drawings, blueprints, Aerial photography and other topographical or geological data for the plan projects
• Monitor progress and ensure conformance to design specifications and including health and safety of the workers and the public
• Direct or participate in surveying to lay out installations and establish reference points, grades, and elevations to guide construction
• Exercise control to ensure all activities are carried out as scheduled and within the cost and able to meet quality expectations
• Checking drawings and quantities and ensuring that calculations are accurate for the work
• Supervising and monitoring the site labour force and monitoring the work of any subcontractors
• Overseeing quality control and safety matters on the site, and ensuring that regulations are adhered to
• Resolving any unexpected technical difficulties and other problems that may arise and reporting to the Commissioner HID
• Attend scheduled meetings relative to the projects
• Estimate, request for procurement and monitor release of materials needed in the project
• Monitor costing to ensure variations are avoided
• Prepare and submit to the office of the Commissioner HID weekly briefs and monthly detailed reports.
Deliverables and outputs
• Development of Infrastructure Bills of Quantities (B.o.Q.s) and Engineering Drawings
• Health sector infrastructure policy, standards and guidelines developed.
• Health infrastructure plans, sector budget and annual work plans produced.
• Health infrastructure development oversight reports produced.
• Divisional plans, budgets and performance reports prepared.
• Health sector infrastructure development performance reports produced.
Minimum qualifications and experience
• Bachelor’s Degree in Building/Civil Engineering or its equivalent from a recognized University or Institution.
• Knowledge, Skills and Experience in Building Construction (Health infrastructure) and Construction Management of at least (4) years
