Job Description


Founded in 1933, the International Rescue Committee ( www.rescue.org ) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation brought by the Lord’s Resistance Army war. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development – bringing people from harm to home. The IRC currently works in 9 districts in Uganda, including Kitgum, Lamwo, Kyegegwa, Moroto, Amudat, Yumbe, Arua, Kasese and Kampala.

The IRC is currently implementing health and nutrition program in West Nile and Acholi sub regions with focus on providing primary health care services to refugees and host communities.

Job Overview:
Under the supervision of The Medical Officer, the clinical officer shall be responsible for patient consultations & drug prescription in line with the Uganda Clinical Guideline & WHO protocol.
H/She shall provide mentorship to the nurses & Laboratory staffs and assess gaps in patient care/management.

Duties and Responsibilities:
•S/He shall participate in patient consultations and discussion of cases with the doctors over best management suited to the patient’s condition.
•S/He shall attend to emergency cases while on duty
•S/He shall arrange the lab & nursing time table and ensuring the health facility is cover by the clinical team.
•S/He shall provide spot checks on the procedure performed by the nurses/lad personnel.
•S/He shall provide on job mentorship to the nurses, CME presentation and active involvement in mortality audits.
•H/She shall perform quick evaluation for patients for Referral to tertiary level of care in the absence of a medical officer.
•Maintain a good record keeping system and undertake continuous monitoring and regular evaluation of the project activities.
•Ensure that Medicines, medical supplies and other commodities stocks are monitored.

Qualifications
•Holds a diploma in clinical medicine and community Health from a reputable clinical institution.
•At least a year experience preferably in a humanitarian setting.
•Must be registered with the professional body and have a valid practice license.
•At least two (2) years of prior professional experience in a similar post, preferably with an international Organization, implementing PHC services in a humanitarian setting.
