Job Description

Cardno is implementing the five-year (2021-2026) USAID-funded Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity. The goal of the Activity is for key national level Ministries, Departments and Agencies (MDAs) and industry apex organisations (IAOs) that are vital to driving inclusive agriculture-led economic growth to fulfill their mandate, leading to pathways to prosperity, improved resilience, and better nutrition for the people of Uganda. The purpose of the Activity is to improve the performance and structures of MDAs and IAOs. This purpose will be achieved through the following four objectives: (1) Improve the internal processes of selected MDAs and IAOs, making them more responsive to the needs of their consumers, members, and the general public; (2) Improve the policy framework that supports the functionality of selected MDAs and IAOs; (3) Strengthen key capacity elements of select MDAs and IAOs to perform their mandates; and (4) Strengthen the “structures” or key vertical and horizontal linkages within, between and among institutions so that they work together more effectively to achieve their goals.
The Finance Manager will be responsible for the financial health of the Activity. Responsibilities will include producing financial reports and ensuring that effective financial management systems are in place following Cardno procedures and USAID regulations, to ensure an adequate and compliant financial control environment. The Finance Manager will support the Activity in ensuring it abides by all relevant Cardno and USAID policies.
Responsibilities:
The Communications Manager will lead in the development, implementation, and monitoring of the Activity communications strategy, and ensure proper use of the Activity’s branding and marking guidelines on all Activity materials produced. To deliver the role, S/he will;
• Develop and implement a communications and branding strategy in line with USAID marking and branding guidelines and, ensure communications consistency among different stakeholders.
• Liaise with the Chief of Party, Deputy Chief of Party, Director of MEL & CLA, the Senior Policy Specialist, and the Institutional Strengthening and Advocacy Lead to identify and design key communications materials and disseminate them to identified audiences.
• Manage outreach campaigns. S/he will collaborate with Rana Labs, ISS subcontractor, on communications campaigns and social media engagements.
• Lead the design and development of creative communication and marketing products – presentations, briefings, etc. that will support outreach campaigns, support Activity objectives, and contribute to the desired market changes.
• Lead Activity storytelling, and CLA case-study initiatives
• Assist Industry Apex organizations in creating messaging and communications strategies to strengthen engagement with networks and constituents.
• Increase visibility of the work of the Activity via the writing, editing, and posting/submission of social media posts, articles, and success stories, newsletters, blogs for USAID and other audiences. S/he will write press releases for national and international media as needed.
• Monitor press releases that relate to Activity Objectives.
• Support teams in organizing project functions, workshops, meetings, donor and partner field trips, briefings, etc. and manage branding for the same.
• Represent the Activity in communications community of practice and lead adoption of best practices as shared.
• Develop an information resource database for the Activity; collect and compile materials from team members and partners for sharing and submitting to USAID website (and GOU agency websites, if required);
• Support technical activities related to social behavior change communications advocacy with communications and social media outreach;
• Provide support to the Activity team in developing technical written deliverables for submission to USAID including quarterly and annual reports;
• Additional communications support as required.
Qualifications:
Postgraduate degree in communications, journalism, or related, relevant subject with 8 years relevant experience.
Knowledge and Skills:
• 7+ years’ work experience and at least 5 years of demonstrated experience in the Communication component of a development program, markets systems program, private enterprise, or media house.
• Ability to transform technical / research/M&E reports and other program documents into lively, attractive products as blogs, newsletters, photo journals, stories, press materials, and briefs.
• Experience collaborating and communicating to public sector and Industry Association Organizations to promote use and adoption of best practices.
• Excellent and demonstrable communication and presentation skills in English (written and spoken)
Estimated Period of Performance:
The opening is a full-time position and will require staff time of 40 hours a week.
Estimated Level of Effort:
This is a long-term position and is based in Kampala, Uganda with intermittent travel throughout the country.
Reporting:
The Communications Manager will report to the Chief of Party.
