Job Description
The Ministry of Health (MOH) has received a grant from the Center for Diseases Control and Prevention (CDC) Cooperative Agreement (CoAg), a strategic mechanism of the United States Government (USG) to implement activities in line with its mandate in support of the Public health response to HIV/AIDS and other health systems. CDC will be supporting a pool of Human Resources that are expected to lead the implementation of the grant. The staff to be recruited under this grant will be contracted by the MOH. The contracts are for one (1) year renewable subject to availability of funds and satisfactory performance of the staff.
Job Title: Data Manager, HMIS FP
Work station: Kampala- MOH
Reports to: Assistant Commissioner/Health Information
Job purpose: Responsible for the Health Management Information System (HMIS) data management, design and development of HMIS tools as well as monitor their availability at points of use. Develop HMIS training materials including training plans. He will produce HMIS reports and will be responsible for data quality assurance for the HMIS. He will conduct analysis of HMIS data and participate in the compilation of periodic reports at the MOH.
Key Duties and Responsibilities:
• As part of the data management team, design and development HMIS Tools Monitor availability of HMIS Tools Availability guiding on health facilities experiencing stock-out and over stocks
• Develop and implement the HMIS training plan including the development of required training material
• Ensure data quality of HMIS data; coordinating data cleaning and participating in data quality audits Produce on a quarterly basis an HMIS data quality report and develop a data improvement plan.
• As part of the HMIS core team, participate in management of eHMIS including designing and customization of electronic tools
• Working with other technical units, ensure the development and deployment of Validation rules, indicators, scorecards and dashboards on the HMIS system
• Provide support to technical units and sub-national teams on the use of the HMIS Conduct data analysis of health data to guide programming
• Undertake data related support supervision at all level
• of the health service delivery system
• Contribute to the compilation of various reports at the Ministry of Health including the annual health sector performance report.
• Perform other tasks as assigned from time to time by the responsible Officer.
Qualifications
• Bachelor degree in Biostatistics, Statistics, from reputable institution, or its equivalent field.
• Candidates with Master’s Degree in related field will have added advantage.
• Must be familiar with various Statistical Packages especially SPSS, STATA, R, CSPRO, Epi Info, ODK.
• Knowledge of Microsoft Access, Microsoft excels, QGIS or Arc view is desirable.
Experience
• Six (6) years of experience in managing, developing and maintaining large and complex databases in a large organization
• Experience in database management, database performance tuning, database security and operating systems
Competences
• A good understanding of database architecture, software, database management systems and data Protection Act.
• Knowledge of information security policies.
• Ability to pay attention to details.
• A team player, dependable with good analytical skills.
• Ability to work to a high degree of accuracy.
• Good communication, presentation and negotiating skills.
• A willingness to keep up to date with developments in technology
