Job Description
Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Commerce; or Business Administration; or Business Computing; or any other related field, plus a Master’s Degree in any of the above fields from a recognized University / Institution. Applicants should possess Professional Certification in either ACCA or CPA or ACIB or any other relevant professional qualification.
Working Experience
Applicants should have a minimum of nine (9) years working experience, three (3) of which should have been gained at Assistant Commissioner or Head of Department level in Government or from a reputable organization.
Duties
The incumbent will be responsible to the Director Treasury Services for performing the following duties:-
• Coordinating the preparation of the Authority’s annual budget, monitoring and controlling budget expenditure and preparing budget variance reports in line with the Authority’s budget cycle and financial guidelines;
Monitoring capital and operational expenditures, and developing cost reduction initiatives in line with the in line with the business objective;
• Planning, developing and implementing the Authority’s financial strategies, carrying out project appraisal and evaluation in line with the Authority’s business plan;
• Developing and maintaining documented procedures for the recording and payment of expenses before goods and services are ordered, before creditors and staff expenses are paid in line with the credit management policy;
Maintaining an up to date inventory of fixed assets, coordinating and initiating periodic checks of all Authority’s assets to confirm their existence, ownership, condition and accuracy in line with asset management policies;
• Managing the reconciliation of all General Ledger accounts, preparing monthly and annual financial statements, and ensuring that the suspense account balances are cleared promptly by departments responsible;
Developing and overseeing systems/procedures for receipting, remittance, reconciliation and accounting, reconciliation of KCCA Revenue collections in line with the approved procedures and guidelines;
• Overseeing the accounting for and remittance of all revenue collected in line with accounting standards, reporting and remittance schedules;
• Managing the performance of staff under direct supervision in accordance with the Performance Management guidelines.
• Any other duties as may be assigned from time to time.
