Job Description
Minimum Qualification
Applicants should be Ugandans holding an Honors Bachelor’s Degree from a recognized University/ Institution plus a Masters Degree in Law; or Business Administration; or Economics; or Public Sector Management; or Public Administration; or Urban Planning and Management; or Urban Governance and Management; or Management Studies from a recognized University / Institution.
Working Experience
Applicants should have a minimum of fifteen (15) years relevant working experience in the field of Public Administration and Management, three (3) of which should have been served at the level of Director, or Head of Department in Government or an equivalent level from a reputable organization.
Duties
The incumbent will be responsible to the Executive Director, Kampala Capital City Authority for performing the following duties:-
– Coordinating development and reviewing of policies and regulations related to Environmental Health and Management, Social Services, Physical Planning and Infrastructure Development;
– Coordinating plans and budgets for the technical functions under the office’s jurisdiction;
– Managing acquisition, utilisation, maintenance and overall accountability for the human, financial and physical resources allocated to the areas under the office’s jurisdiction;
– Supervising and evaluating performance of staff directly reporting to the office;
– Monitoring and evaluating the effective implementation of programmes and projects in the office’s jurisdiction;
– Mobilizing the urban community for development purposes;
– Providing guidance on proper physical planning for the City and approving infrastructural plans;
– Providing technical guidance to the Executive Director;
– Overseeing and monitoring implementation of Government Policies;
– Ensuring accountability of resources allocated to functional areas under the office
– Establishing and maintaining collaborative linkages between the Authority, the public private sector and development partners
– Managing performance and development of staff under his/her direct supervision in accordance with the Performance Management guidelines
– Any other duties as may be assigned from time to time
