Job Description
The Uganda National Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade, Industry and Co-operatives established by the UNBS Act Cap 327. It is governed by the National Standards Council and headed by the Executive Director who is responsible for the day-to-day operation of UNBS. The mandate of UNBS is to develop, promote and enforce national standards in order to enhance competitiveness of Ugandan products, promote fair trade and protect consumers and the environment.
UNBS is a large and reputable institution employing over 400 staff with diverse professional backgrounds and is now seeking to recruit a dynamic qualified Ugandan professional with high level of integrity and managerial skills to fill the position below.
JOB TITLE: Deputy Executive Director – Management and Financial Services
Reporting to the Executive Director, the main purpose of the position is to provide strategic leadership and oversight over the Directorate of Management and Financial services through effective efficient planning, monitoring, analysis, coordination and implementation of UNBS policies and programmes and provide policy, technical and performance briefs to management. The successful candidate will be hired on a 4-year contract term, renewable twice depending on satisfactory performance and subject to UNBS Retirement Policy.
Specifically, the primary roles and responsibilities of the Deputy Executive Director – Management and Financial Services entail the following;
• Assist the Executive Director in the day-to-day Management of the Bureau affairs in relation to Finance, Administration, ICT, Human Resource, Procurement and Corporate Planning operations.
• Ensure timely development and review of relevant Policies and Procedures to support effective implementation of the Bureau and Directorate mandates.
• Guide the Strategic Planning process of the Bureau, including formulating of Annual Budget estimates and Work Plans in line with Government guidelines.
• Coordinate timely preparation and submission of quality Directorate reports to Management, Council and other external stakeholders.
• Put in place internal controls to mitigate potential risks and governance issues in the Bureau/ Directorate.
• Coordinate timely preparation and submission of Financial Statements to various Stakeholders in accordance with PFMA.
• Timely preparation and presentation of required Committee Papers and high quality reports to the National Standards Council (NSC).
• Coordinate External Audits of the Bureau by Office of the Auditor General.
• Provide guidance on revenue projections and prioritization of expenditures under the approved budget to ensure optimal achievement of the Bureau’s planned outputs and operating activities.
• Coordinate, monitor and assess Corporate and staff performance against set targets and regularly review such performance with the view of attaining UNBS Strategic Objectives.
• Undertake surveys to evaluate the outcomes of the Bureau’s service delivery and benchmark performance, best practices and staff terms and conditions with other organizations.
• Development and implementation of security policies and procedures to ensure safety of persons and property in the Bureau.
• Put in place effective mechanism for Management of Bureau’s Assets and Fleet.
• Monitor compliance with Statutory Obligations and other laws related to the Bureau’s Business.
• Monitor financial operations and accountability of funds disbursed to the Bureau
• Monitor implementation and review of UNBS Strategic Plan in accordance with the National Development Plan (NDP).
• Guide the timely preparation of UNBS Annual Report for publication and distribution to key stakeholders.
• Any other duties that may be assigned from time to time by the Executive Director
Relevant Qualifications, Competences and Person Specification
• An Honor’s Bachelor’s Degree in Commerce, Economics, Business Administration or Management.
• A Master’s Degree in Finance, Accounting, Economics, Business Administration or Management from a recognized University/Institution
• Professional Qualifications and Active Membership in any of the following ACCA, CPA, CIMA, CFA, ICSA or similar qualifications.
• Working experience of at least eight (8) years at senior management positions in Finance, Accounting or Management fields in reputable organizations.
• Proven knowledge of Corporate Planning, Strategic Management, Financial Management, people management, project management, Monitoring and evaluation, Risk Management and designing and implementation of internal controls.
• Proven knowledge and exposure to Public Finance Management, Budgeting and Reporting requirements of Government of Uganda (GoU).
• Demonstrated experience in operating computerized Accounting, Financial Management and Budgeting Systems such as IFMS, PBS and Pastel among others.
• Demonstrable Entrepreneurial skills and Business Acumen
• Well-developed communication and negotiation skills and extensive knowledge of the legislative, strategic and operational framework of the Uganda National Bureau of Standards (UNBS).
• Must be a person of high moral character, proven integrity, high ethical and professional standards with superior capacity to manage organisational risks
• Should demonstrate excellent people leadership and strategic management skills, strong communication, presentation and negotiation skills; Superior Problem solving and decision making competencies; ICT skills (MS Word, Excel, PowerPoint, and Internet applications among others).
